WORKS PROCUREMENT NOTICE

RAISING AND REHABILITATION OF KAMUZU DAM 1

JULY, 2017

The Lilongwe Water Board has received financing from European Investment Bank towards the cost of the Lilongwe Water Resources Efficiency Programme, and intends to apply part of the proceeds for works for the Raising and Rehabilitation of Kamuzu Dam 1.

This works procurement notice follows the Advance Procurement Notice for Lilongwe Water Resources Efficiency Programme (LWREP) that appeared in the Official Journal of the European Union (OJEU) issue no. 2015/S 186-336463 of 25th September 2015.

CONTRACT SPECIFICATIONS

6.Description of the Contract
As part of Component 5 of the LWREP: Raising of Kamuzu Dam 1, Lilongwe Water Board would like to carry out works for the raising and rehabilitation of Kamuzu Dam 1 (KD1). The purpose of the Kamuzu Dam 1 raising is to increase the available live storage of the reservoir and hence the available raw water yield of the Kamuzu Dam I and II storage system. Further to this, the dam needs rehabilitation on most electromechanical components and replacement of some components in order to increase the storage capacity thereby ensuring security of supply. The works to be executed include:
• Raising of Full Supply Level (1100 masl) of Kamuzu Dam 1 by 7m with 5m raised by concrete and 2m raised by a Mechanical Automatic Deflatable System (MADS) rubber dam;
• Rehabilitation of Kamuzu Dam 1;
• Raising of the existing spillway crest by 5m using mass concrete and an additional of 70m located on the right abutment; cofferdam downstream of the dam;
• Raising of the left embankment crest by 3.8m to elevation 1109.5;
• Additional mass concrete to the downstream of the existing non-overflow section to satisfy stability requirements;
• Construction of a retaining wall to both sides of the spillway;
• Modification of existing intake, bottom outlet and pump house and instrumentation replacements and other concrete repair works.

CONDITIONS OF PARTICIPATION

8.Eligibility and rules of origin
Firms originating from all countries of the world are eligible to participate in this tender. However, the EIB shall not provide finance, directly or indirectly, to or for the benefit of contract award under any EIB Project, or enter into any relationship with, an individual or entity who is subject to financial sanctions imposed by the European Union pursuant to Chapter 2 of Title V of the Treaty on European Union or article 215 of the Treaty on the Functioning of the European Union, either autonomously or pursuant to the financial sanctions decided by the United Nations Security Council on the basis of article 41 of the UN Charter.
9.Candidature
All eligible legal firms (as per item 8 above) or groupings of firms (consortia) may apply.
A consortium may be a permanent, legally-established grouping or a grouping which has been constituted informally for a specific tender procedure. All members of a consortium (i.e. the leader and all other members) are jointly and severally liable to the Contracting Authority.
The participation of an ineligible firm (as per item 8) will result in the automatic exclusion of that firm. In particular, if that ineligible firm belongs to a consortium, the whole consortium will be excluded.
10.Information meeting and/or site visit
No information meeting is planned.
11.Number of applications
No more than one application can be submitted by a natural or legal firm whatever the form of participation (as an individual legal entity or as leader or member of a consortium submitting an application). In the event that a natural or legal firm submits more than one application, all applications in which that firm has participated will be excluded.
12.Number of candidates to be short-listed
On the basis of the applications received, maximum 6 candidates will be invited to submit Bids for the contract.

The works need to be executed within twenty four (24) months.

16.How to obtain the prequalification document

Applications must be submitted using the standard form included in the prequalification document, whose format and instructions must be strictly observed. The prequalification document is available free of charge from the premises of the Contracting Authority at the address given below and can also be accessed through the following link: http://www.lwb.mw/index.php/opportunities/tenders-and-contracts. Prospective applicants that are unable to collect the document themselves can make their own arrangements for collection of the document by courier services or other parties.

The prequalification document is also available for inspection at the premises of the Contracting Authority.

Mentioning the publication reference shown in item 1 at least 21 days before the deadline for submission of applications given in item 17. The Contracting Authority must reply to all applicants’ questions at least 11 days before the deadline for submission of applications. Possible clarifications or minor changes to the prequalification document will be published at the latest 11 days before the submission deadline on the Lilongwe Water Board website at www.lwb.mw.
