  • The works, supplies or services can be provided only by a particular economic operator for the following reason:
    • absence of competition for technical reasons
Explanation:

The 2016 National Transport Model (NTM), Transport Master Plan (TMP) and Strategic Environmental Assessment (SEA) documents all need to be updated and extended to a new 2030 time horizon in order to fulfil the transport Enabling Conditions for the new programming period 2021-2027. In this respect, the main consultants INECO / Systematic who had been originally commissioned to provide TM with technical support (through competitive tender funded under the ERDF 2013-2020) are engaged for this task as otherwise this will involve steep learning curves to assimilate local transport knowledge and comprehend the rationale behind many of the technical parameters used in the preparation of the original document.
