The Metro Manila Development Authority (MMDA) has received financing from the World Bank (WB) and Asian Infrastructure Investment Bank (AIIB) toward the cost if the Metro Manila Flood Management Project-Phase 1 (MMFMP) and intends to apply part of the proceeds for consulting services for an accurate projection of the waste generated for a ten-year period.
The MMDA will engage the services of a consulting firm to implement the CONSULTING SERVICES FOR THE CONDUCT OF WASTE ANALYSIS AND CHARACTERIZATION STUDY FOR METRO MANILA for Nine (9) months from facilitation meetings and workshops, planning and implementation. The conduct of WACS for Metro Manila using national standards aims to facilitate studies of a metro-wide solid waste management system through the master plan.
Specific objectives are as follows: 1. To ensure that inputs to the integrated management information systems are updated and accurate data using standard methodology and 2020 Population Census and corresponding LGU 10-year projections and targets; 2. To launch needed LGU resources through provision of technical assistance in the conduct of WACS for MSW; and 3. To determine changes, if any, on household, non-household waste generation during pandemic. This project shall also cover End-of-pipe (EOP) WACS in either a transfer station or a sanitary landfill. NSWMC recommends for EOP WACS to cover one (1) week sampling. EOP operators shall be consulted to develop strategies in minimizing disruptions to their regular operation. This project covers the conduct of WACS on the following areas: 1. Quezon City – at source and its EOP 2. Caloocan City – at source and its EOP 3. Malabon City – at source and its EOP 4. Navotas City – at source and its EOP 5. Valenzuela – at source and its EOP6. San Juan City - at source and its EOP 7. Marikina City - at source and its EOP 8. Pasig City - at source and its EOP 9. Manila City - at source and its EOP 10. Pasay City - at source and its EOP 11. Paranaque City - at source and its EOP 12. Muntinlupa City - at source and its EOP 13. Designed End-of-Pipe for Taguig City, Pateros, Makati City, Las Pinas City and Mandaluyong City (Validation)
The MMDA now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants must provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are as follows:
1. With at least six (6) years in operation as a firm 2. Must have at least three (3) completed projects on WACS 3. If applicable, the firm must have a regional or country presence with experience working with developing countries through the firm’s own branches, consortium of sub-contracting with local firms (indicate if with or have a joint venture or association) 4. Each firm in the joint venture/association will be evaluated. The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants (under IBRD Loans and IDA Credits & Grants) by the World Bank Borrowers, dated January 2011 and Revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or sub consultancy to enhance their qualifications. A Consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the Consultant Guidelines.
