This service aims at further building of capacities of the beneficiary institutions in Montenegro to implement sector wide approach and assume obligations deriving from the EU accession process in employment and social policy (ESP) sector. Support will be provided to improve evidence-based policymaking with the emphasis on developing sector wide approach and developing policies for activation of social welfare beneficiaries, developing policies for decreasing informal work as well as developing conditions for social economy in Montenegro. Further on, support will be provided to the institutions for improving monitoring efforts and evaluation as well as strengthening institutional and human capacities at national and local level to participate in the European Social Fund (ESF). Additional assistance will be provided in establishment of Youth Guarantee and Child Guarantee in Montenegro.
