This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quote (RFQ), solicitation number FA4661-21-Q-0013 Motorcycle Safety Training in accordance with FAR Part 13 - Simplified Acquisition Procedures.  This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-04.  All firms or individuals responding must be registered with the System for Award Management (SAM) (www.sam.gov) in accordance with (IAW) FAR 52.204-7.  This procurement is being issued as a 100% small business set-aside solicitation.  The North American Industrial Classification Standard (NAICS) code for this acquisition is 611699, All Other Miscellaneous Schools and Instruction.  For the purpose of this procurement the small business size standard is $12.0M. All offers shall be valid until 1 October 2021. 

QUOTE SUBMISSION INFORMATION:  Please submit responses to any of the email addresses provided above. Your offer shall include, but is not limited to, the following:

  1. Complete and return (must be signed) Page 3 of the RFQ (attached)
  2. Complete and return FAR 52.212-3, Offeror Representations and Certificates
  3. Complete and return (must be signed) FAR 52.204-24 Representations Memo (attached)

DEADLINE FOR RECEIPT OF OFFERS: 19 March 2021 at 2:00 p.m. CST. All offers shall be e-mailed to SSgt Kathryn Shepherd (kathryn.shepherd@us.af.mil) and Bennie Simmons (bennie.simmons@us.af.mil).  Offers shall be received via email no later than 2:00 p.m. (CST), 19 March 2021. All questions pertaining to this requirement must be submitted and received via email to SSgt Kathryn Shepherd and Bennie Simmons no later than 10:00 a.m. (CST), 12 March 2021.  Answers to any and all questions received will be posted to beta.SAM.gov no later than 3:00 p.m. (CST) on 15 March 2021.
