The National Background Investigation Bureau (NBIB) intends to award a contract on a sole source basis to the National Law Enforcement Telecommunications Systems Inc. (NLETS) utilizing FAR Part 13 procedures. Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. This Request For Quote (RFQ) is being posted to satisfy the requirements of FAR Part 5.202(a)(13). This is not a request for competitive quotes other than from NLETS. The NBIB intends to award a contract on a sole source basis to:

This requirement will provide instant access to international criminal and public safety information for the purposes of determining access to classified information and national security positions in accordance with Federal Investigative Standards and 5 U.S. Code § 9101-Access to criminal history records for national security and other purposes.

NLETS is a non-profit organization which is owned and operated by the 50 United States. NLETS operates a computer-based information sharing system that provides instant access over a secure network and connects law enforcement agencies for the purpose of information exchange. NLETS serves as the primary law enforcement communications system providing access to Criminal History Record Information (CHRI) repositories dispersed across multiple local, regional, state, federal, and international criminal justice organizations. NLETS is the only company which can provide instant access to international criminal and public safety information for the purposes of determining access to classified information and national security positions in accordance with Federal Investigative Standards and 5 U.S. Code § 9101-Access to criminal history records for national security and other purposes.
