Description of the circumstances which rendered the modification necessary and explanation of the unforeseen nature of these circumstances:

De Gemeente Utrecht is voornemens om de contractjaren 2020 en 2021 met G4S Safety en Security als verloren contractjaren te beschouwen. Het doel van de overeenkomst is het vormen van een beheersbare bedrijfsnoodorganisatie. Door de coronapandemie heeft het tot stand komen hiervan vertraging opgelopen waardoor de verwachting is dat bij einde looptijd van de overeenkomst geen beheersbare bedrijfsnoodorganisatie gerealiseerd zal zijn. Door het contract met 2 jaar te verlengen is de verwachting dat dit wel gerealiseerd worden. De Europese Commissie heeft de coronapandemie aangemerkt als een onvoorziene omstandigheid waardoor we voldoen aan de voorwaarden van wijzigingen in de aanbestedingswet 2012.
