Federal Business Opportunities (FBO) Draft Request for Proposal (RFP) #2

The Missile Defense Agency (MDA) intends to release a Draft RFP#2 to the original draft RFP (solicitation number HQ0147-20-R-0001, posted on 23 August 2019), for the Next Generation Interceptor (NGI) acquisition on 01 October 2019. The NGI program requires access to classified information up to TOP SECRET, and safeguarding at SECRET. The release of Draft RFP #2 will be limited to interested Prime Offerors ONLY, with an approved facility clearance. The Contract Security Classification Specification, DD Form 254 is attached to this announcement. Interested offerors may be required to submit a capabilities document prior to receiving approval access to the Draft RFP #2.

The Government intends to hold a virtual Industry Day via Classified Video Tele-Conference (CVTC) with all interested Prime Offerors ONLY, at 1000-1130 CST on 30 September 2019. If interested Prime Offerors do not have CVTC capability, in person attendance will be allowed if attendees have a current Visitor Access Request (VAR) on file with MDA. Potential Offerors are encouraged to support via CVTC if possible. One-on-one sessions will be conducted via CVTC with the individual Prime Offerors on 01 October 2019, for 90 minutes each. Specific times will be determined after the Government has been notified of all interested Prime Offerors. The Government intends to provide interested Prime Offerors with a list of questions to be answered by industry during their individual one-on-one session.

Interested Prime Offerors should contact the Procuring Contracting Officer (PCO), Michael O'Connor, at MDA_NGI@mda.mil, in order to RSVP to the virtual Industry Day and the one-on-one session, no later than 27 September 2019, 1200 hrs CST.

MDA anticipates posting an interested Prime Offerors list shortly after this notice. Vendors interested in potential subcontracting opportunities will be able to contact potential Prime Offerors directly. The final RFP release date will be determined based on industry feedback on the updated draft RFP and completion of Government-internal coordination.

This is not a RFP or Request for Quotation. The draft RFP is for planning purposes only for Industry review and comment and does not commit the Government to any contractual agreements or arrangements. The Government will NOT pay any costs incurred as a result of responding to this announcement.

Instructions to Send Encrypted E-mails:
In order to send an encrypted e-mail to the email addresses listed above, the sender and recipient must exchange public key certificates. To exchange public key certificates, Interested Offerors must select the Digital Signature button on the toolbar (red ribbon to digitally sign a message) and send email to Michael.oconnor@mda.mil. Once received, the Government will reply with its Digital Signature. The sender must then save the Government's Digitally Signed email address to his/her contacts. Following these steps will allow encrypted emails to be exchanged. Subject line shall state "GM HQ0147-20-R-0001 Draft RFP#2."
