Combined Synopsis/Solicitation (Best Value)

The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations/Marine Operations Center – Pacific Islands requires the programming and installation of their new Navipilot 4000+ aboard the NOAA Ship Rainier in Honolulu, HI.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

(ii) Solicitation number NM-AN2120-22-00651 is issued as a firm fixed price, commercial, request for quotation (RFQ).

(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-04.

(iv) The NAICS code for this acquisition is 811219, Other Electronic and Precision Equipment Repair and Maintenance. This is a small business set aside for companies with less than $22M.

(v) Line items are as follows:

(vi) Description of requirements for the items to be acquired:  The NOAA ship Rainier requires the procurement of programming and installation services for their new NaviPilot 4000+.
