A regional development plan is to developed for parts of inner Laksevåg, with an impact assessment. The area in question is located to the west of Puddefjords bridge and north west of Gyldenpriskrysset. The area is a business area and it is to be adapted for densification with quality, in line with the goals in the general planning document and Bergen's city strategies.
The procurement concerns planning competence and the preparation of planning documents with an impact assessment, and participation in the planning process up until the public issue and hearing.
A planning programme has been prepared for the planning work. The planning programme was out for a hearing in spring 2021, updated in line with comments and sent to the city council department for political discussion.. A decison can be expected in autumn 2021. The planning programme is a guideline for the further development work, and the essential document for this procurement.
An open planning and design contest was held in 2021, with 32 qualified contributions. A broad-based jury has selected the winners. The winning proposals are attached to the notice. Two winning teams will further examine/sketch a joint proposal for all of the planning area in autumn 2021, which will form the basis for the further development planning work. The attached report from the jury in the contest describes the guidelines for the design of the planning work, including what ideas and measures from the winning proposals are to be included in the further planning work.
The planning programme gives an account of relevant themes for reviews. The assignment also incldues a preliminary project/street use plan for Damsgårdsveien to Kringsjåveien, as large parts of inner Laksevåg have ongoing private and public planning work.
Deliveries that will be included in the assignment:
Preparation of a proposal for regional development with an impact assessment up until the first political discussion
Assistance with and participation in involvement processes
Reviews and analyses within different themes, see the theme list in the planning programme, chapters 5 and 6.
Traffic assessment and street use plan for Damgårdsveien, the planning area and westwards to Kringsjåveien, with the necessary influence areas, road drawings, such as planning and profile drawings if required.
Water and sewage framework plan
Necessary reviews of the planning proposal after the hearing up until the final political discussion (option).
The planning proposal must fulfil the requirements in the Planning and Building Act with regulations and guidelines, as well as the contracting authority's requirements specification with a check list.
