The client shall procure one (1) refuse collection vehicle, a hook truck without a crane. The vehicle will drive on roads with varying accessibility and the contracting authority therefore has extra focus on accessibility for this vehicle, as well being dependent on optimum functionality. The contracting authority is in a phase for optimising procurements of vehicles and takes into account costs throughout the lifetime of the vehicle. Service and repair contracts are required for all the requested lines in the price sheet in order to cover the entire lifetime of the vehicle. This is reflected in the procurement's award criteria. III.1)Conditions for participation

Qualification requirements

Tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established.

Documentation Requirement

• Norwegian tenderers: Company Registration Certificate.

• Foreign tenderers: Verification that the tenderer is registered in a company register, professional register or a trade register in the country where the tenderer is established.

The certificate must not be older than 12 months from the tender deadline.

III.1.2)Economic and financial standing
List and brief description of selection criteria:

Qualification requirements

Tenderers must have the financial capacity to carry out the assignment/comply with the contractual obligations. Tenderers are required to be credit worthy and have satisfactory liquidity and solidity. Minimum of A or equivalent

Documentation Requirement

• A credit rating based on the most recent financial figures. The credit rating must not be older than 3 months. The rating must be carried out by a credit rating agency with licence to conduct such services.

Documentation:

• Completed annex 5. A description of the three primary equivalent deliveries during the last three years. Including information about the value, time and recipient (name, telephone and email). The contracting authority must be given the authority to contact the person in question. The references will only be contacted if required.

Qualification requirements

A good, well functioning quality assurance system is required.

Documentation:

• Documentation of the quality assurance system. An account of the tenderer´s existing routines and documentation that the requirement for a quality assurance system/management system applicable for the assignment is covered. If this is described in the tenderer's quality assurance system, in accordance with ISO 9001 or equivalent, documentation of this can be enclosed.

Qualification requirements

Tenderers are required to have an environmental management system.

Documentation:

• Documentation of an environmental management system. Copies of any certificates, such as ISO 14001, EMAS, Miljøfyrtårn or equivalent, are to be enclosed. If a tenderer does not have an environment management system, the tenderer must be willing to implement one within 6 months of the contract being signed. This must be documented in writing.

Qualification requirements

Tenderers must have a binding cooperation relationship with any sub-contractors.

VI.4.3)Review procedure
Precise information on deadline(s) for review procedures:

§ 25-2. Waiting period before the agreement is signed.

(1) The contracting authority can enter into a contract after the waiting period has expired at the earliest, this period is determined by the contracting authority. The waiting period shall be at least 10 days calculated from the day after the notification on the chosen tenderer has been sent. If the contracting authority has made an exception from the requirement for using electronic communication, the waiting period shall be a minimum of 15 days.

(2) The waiting period requirement does not apply

a. when the contracting authority is without obligation to publish the contest, c.f. § 13-3 and § 13-4

b. when the chosen tenderer is the only affected tenderer
