2022-VEI-Access systems, locks and fittings - invitation to dialogue meetings

Askøy Municipality currently has the following access control systems: 38 buildings with ARX, 1 building with Paxton Net 2, and 1 building with R-Card.

We experience challenges with the buildings having different access systems.

- IT must be run on several servers

- No communication between the systems

- Different verification readers for programming new cards

- Requires considerable extra work when the same person (card) must have access to several buildings E.g., pin codes and card format must be added several places

- Complicated for employees who must understand and be able to operate different systems, etc.

- Difficult to troubleshoot

Askøy Municipality would thus like to invite suppliers to a market dialogue on two pending contests for access systems, locks and fittings.

The intention of the dialogue meetings is to get input from the supplier market as regards the challenges we experience when operating and using different access systems in the municipality.

The market dialogue will be held physically or digitally and will be carried out as one-to-one meetings. We will allow suppliers to ask questions and request information that is needed for providing input on the solution to the challenges.

The following contests for contracts will soon be announced:

Framework agreement department Property:

Programming and improving access control systems such as Paxton Net 2, ARC, etc.

The contract will also include a service contract for maintenance and updates to software and equipment for the above-mentioned installations, including, amongst other things, battery, updates to the latest system version, etc.

Contract department Water and sewage (VA):

VA will hold a contest for the procurement of a lock system for all water and sewage objects.

The objects that must have access control are external and internal doors, as well as barriers/gates.

The contract will also include a service contract for maintenance and updates to software and equipment for access control systems including, amongst other things, battery, updates to the latest system version, etc.

INVITATION TO DIALOGUE MEETINGS

Interested suppliers are invited to one-to-one dialogue meetings. The plan is to set rise 1 hour per supplier, where it will be possible to present solutions adapted to the contracting authority's challenges and needs.

The meetings will be held on Friday 29.04.22.

We request that interested companies register their interest by Friday 22.04.22.

Interest is to be sent via the communications module in Mercell.

We will contact suppliers that have registered an interest for further details no the time.

At the present time, we cannot estimate time use in the procurement phase or the date for contract signing.
