The project
The purpose of the project is to develop the services so that they are experienced more coherently and adapted to the individual needs of men through systemic innovation. The ambition is that men who struggle in the transition from youth to adult have a simple way into the system, and that the system can offer a uniform and seamless service offer. After the project ends we want a plan for coherent service chains with seamless transition and a collaboration model for follow-up adapted to the needs of the individual. The project must have implemented a pilot/prototyping of organisation and/or solution concept(s) in order to show the value. This is also important in order to be able to apply for funds for further development, as we anticipate a tightening of financial resources in the coming years in all businesses.
The general goal is to strengthen the men undergoing the transition from youth to adult. Our ambition is that men should have a clear entrance to the system, which will contribute to lowering the threshold to make contact and that the help should be adapted to the need of the individual. On a system level, we want the project to contribute to more cohesive and seamless services across all of the actors. The project is anchored with the Head of Municipal Affairs and the management in the various businesses.
Objective of the procurement.
We would like to use this procurement to obtain the correct competence to implement a good StimuLab project. All StimuLab projects shall be in accordance with the triple diamond and the tenderer must offer competence and implementation of all diamonds even though that we, at the start of project, do not know what the delivery comprises. The diagnosis stage will identify what the delivery will include and the stage of the implementation process.
As the project is part of StimuLab, there must be an open and experimental approach, so it is, therefore, not known in advance what the actual delivery in each project will be. The projects must, however, result in an anchored and obliged system that is either implemented or will be implemented, or a platform for further development. This will depend on the project´s complexity and size and will be clarified further in the dialogue phase.
Roles and responsibility
The contracting authority is Trondheim Municipality.
The Norwegian Digitalisation Agency (Digdir) is carrying out this procurement on behalf of the contracting authority, as part of StimuLab.
Budget: NOK 2,300,000 + an option for up to NOK 2,300,000 excluding VAT.
Contract duration: The contract will run for one year with the opportunity to extend for up to one year + one year.
