UNIT, DFØ and Digitaliseringsdirektoratet would like to enter into a joint framework agreement for the procurement of furniture and fixtures for their office premises.

Digdir has office premises in Oslo, Leikanger, and Brønnøysund. DFØ has premises in Oslo, Trondheim and Stavanger. UNIT is located in Oslo and Trondheim. DFØ and Digdir's offices in Oslo will be co-located in autumn 2021.

The framework agreement will include supplements of all types of furniture for the current premises and the new joint premises in Oslo from October 2021.

The contracting authorities would like to enter into a framework agreement for the procurement of new furniture that is designed for a circular economy and is environmentally friendly and sustainable.

II.2.4)Description of the procurement:

Scope

Based on the available statistics and previous consumption, the total value of the framework agreement is estimated to be between NOK 15 and 30 million.

The contracting authority intends to increase internal reuse of furniture that the contracting authority already owns, in addition to establishing separate framework agreements for repair and upgrade services for the contracting authority's own furniture, and for the procurement of second-hand furniture. These can be used as alternatives to the framework agreement for the procurement of new furniture and will affect how much new furniture is procured.

We would like to enter into a framework agreement with a tenderer that can offer a broad selection of furniture and fixtures for workplaces, meeting rooms, and communal areas. Tenderers must have a clear environmental profile that is reflected in the production and transport of furniture.

The tenderer must be able to assist the contracting authorities with planning furnishings when new furniture is procured, and for combinations of existing and new furniture. The assistance will be required in both the current and new premises.

The framework agreement will be valid for 2 years, with an option to extend for 1 + 1 year.

Exception for second-hand furniture.

The contracting authority is free to procure second-hand furniture outside the framework agreements for new furniture, and the contracting authority intends to establish a separate framework agreement for the procurement of second-hand furniture. As the procurement of new furniture has a large climate footprint, the contracting authority will actively work to encourage entities to procure second-hand furniture in cases where second-hand furniture is suitable and can fulfil the entities' needs. The procurement of second-hand furniture can affect the volume of new furniture that is procured. The volume can make up NOK 2-5 million a year.

Tenderers must be registered in a company register or trade register in the member state where the tenderer is established. As described in Annex XI of directive 2014/24/EU; suppliers from certain member countries can be required to fulfil other requirements in the mentioned Annex.

III.1.2)Economic and financial standing
List and brief description of selection criteria:

Credit rating. Tenderers must have sufficient financial strength to fulfil the contract.

Documentation requirement: tenderers (i.e. the company that has submitted the tender) must attach a credit rating from a certified credit institution/company. The credit report must be based on the last known accounting figures. This credit assessment must include a credit rating, (including a credit rating, part judgement and historical rating), and it must be carried out by a publicly approved credit institution. The credit score must not be lower than A (creditworthy) or equivalent if a different form of score is used (numbers). Tenders from tenderers with a score lower than A or equivalent (i.e., not credit worthy or credit worthy with security) will not be considered. Newly established tenderers can present a bank declaration as proof of credit worthiness.
