  • The procurement falls outside the scope of application of the directive
Explanation:

Based on the contracting authority's knowledge of the market, there are no other suppliers that can deliver a tool that supports universal design for importing documents to Canvas LMS. The justification for not holding a normal procurement is that due to technical reasons, only one supplier in the market is able to comply with the requirement, c.f. the PPR 13.4.b) 2.

These technical reasons are:

• BA has a deep integration with Canvas LMS.

• BA analyses the content in Canvas against the WCAG 2.1 AA standard for Universal design.

• BA produces and makes alternative formats available (The alternative formats that BA gives students are audio readings of text in MP3 format, electronic braille, ePub for ebook readers, semantic html, PDF with OCR functionality, tagged PDF and language translations.)

• BA analyses uploaded content and gives feedback to teachers on how universally designed the file is. At the same time, BA shows how the design of the file can be improved, and says how it ought to be done, in reader friendly and intuitive descriptions. The starting point is the WCAG 2.1 AA standard, and it is now used as a criterium by Unit in order to ensure universal design in tender processes for other services.

• BA gives a global overview of how the institution as a whole achieves the targets on universal design.
