  Invitation for Bids Date: 27 August 2021 Loan No. and Title: 51036-PAK: Khyber Pakhtunkhwa Cities Improvement Project (Co-financed by AIIB) Contract No. and Title: OCB-Goods-KPCIP-01: Procurement and Supply of Solid Waste Management Fleet and Equipment for WSSP Operations Deadline for Submission of Bids: 14:00 hours (Local Pakistan Standard Time) on 10 November 2021 1.    The Islamic Republic of Pakistan has applied for financing from Asian Development Bank (ADB) with co-financing of Asian Infrastructure Investment Bank (AIIB) toward the cost of Khyber Pakhtunkhwa Cities Improvement Project. Part of this financing will be used for payments under the Contract(s) named above. No nationality restrictions apply other than any restrictions under ITB 4.8.  2.    The Local Government, Elections and Rural Development Department (LGE&RDD) (“the Purchaser”) invites sealed bids from eligible Bidders for the OCB-Goods-KPCIP-01: Procurement and Supply of Solid Waste Management Fleet and Equipment for WSSP Operations; wherein the bids are invited for the procurement of following list of Goods:  No. List of Goods 1 Compactor- 7 Cubic Meters  2 Container- 0.8 Cubic Meter 3 Trailers- (70-75 Cubic Meter) 4 Prime Movers 5 Mechanical Sweepers- 4 Ton- Vacuum 6 Mechanical Sweepers- Tractor Towed 7 Mechanical Washer 8 Tractor Mounted Backhoe 9 Dump Truck- 5 Ton- 10 Cm3 10 Chain Bulldozer 11 Excavators 12 Tractor with Blade 13 Wheel Loader 14 Water Bowser Note: The details of quantity and specifications of the abovementioned Goods are provided in the Bidding Documents (BD); which can be downloaded from https://kpcip.gov.pk, for the Bidders’ ready reference.   3.    Open Competitive Bidding (international advertisement) will be conducted in accordance with the ADB’s Single- Stage: Two-Envelope bidding procedure and is open to all Bidders without nationality restrictions.   4.    Only eligible Bidders with the following main key qualifications should participate in this bidding:  (1) (2) (3) (4) (5) (6) Ref. Annual Turnover) Cash Flow Capacity Successful completion as main supplier within the last three (3) years, of at least one (1) contract each valued at PKR 1,021 million with nature, and complexity similar to the scope of supply described in Section 6 (Schedule of Supply) i.e., Solid Waste Management Equipment The Bidder shall demonstrate that the goods offered have: (i) been in production for at least five (5) years, and (ii) been sold a minimum of five (5) units of similar type and specification over the last five (5) years (iii) been in operation for a minimum of five (5) years. If the bidder is not the Truck Chassis Manufacturer or manufacturer authorized dealer then the requirement of Operations in Purchaser’s Country shall be at least eight (8) years. The Bidder or manufacturer shall demonstratea that it can supply the type, size, and quantity of the goods as required by Purchaser in accordance with the Delivery and Completion Schedule in Section 6 (Schedule of Supply). If the Bidder is not the manufacturer, the requirement of technical experience may be met by the Manufacturer. Submission of audited financial statements or, if not required by the law of the Bidder’s country, other financial statements acceptable to the Purchaser, for the last three (3)  years (2019, 2020 & 2021) to demonstrate the current soundness of the Bidder’s financial position. As a minimum, the Bidder’s net worth for the last year calculated as the difference between total assets and total liabilities should be positive. Minimum average annual turnover of PKR 1,800 million calculated as total payments received by the Bidder for contracts completed or under execution over the last three (3) years. Eligible Bidders opting to download the Bidding Document from PMU-KPCIP, LGE&RDD website shall inform PMU-KPCIP, LGE&RDD in writing at the address given below failing which PMU-KPCIP, LGE&RDD shall not be responsible if the Bidder does not receive clarifications and amendments, if any. In case of any discrepancy between the downloaded document and hard copy, the latter shall prevail.  The documents may be collected in person at the address mentioned below or may be delivered for an additional fee of PK R20,000 (Pakistan Rupees twenty thousand only) for domestic delivery by express airmail or US$ 150 (US Dollars one hundred and fifty only) for overseas delivery.
