An advanced contract award notice (ACAN) is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date and time stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
1. Definition of the requirement:
COVID-19 vaccination requirement
This requirement is subject to the COVID-19 Vaccination Policy for Supplier Personnel. The supplier must complete the COVID-19 Vaccination Requirement Certification and provide it to the Contracting Authority prior to contract award.
The Correctional Service of Canada contributes to the protection of society by ensuring that appropriate programming is in place when offenders are released. As part of its mandate, CSC utilizes community-based support services for conditionally released offenders, in order to enhance potential for personal development and assist in reintegration as law-abiding citizens. The work will involve the following:
The offender support service beds also provides the Case Management Team (CMT) with the option of a having higher level of support and structure for offenders who do not meet the criteria for the imposition of a residency condition, but have previously breached their conditions of release. Additionally, access to offender support service beds enables the CMT to remove residency conditions in a more timely manner by providing housing and support until private accommodation can be secured.
1.1 Objectives:
The contractor must provide offenders access to housing and support services.
1.2 Tasks:
The contractor must:
- Assess offenders referred by CSC to determine appropriateness for the program.
- Provide 3 beds for offenders with short term housing and supportive programming needs for a maximum of two months unless a longer stay is pre-approved in writing by Project Authority.
- Where required by individual offender needs, provide services to maintain residents' medication and therapy and provide intervention to assist in preventing deterioration of behaviour in the community.
- Assist the supervising parole officer by being aware of and monitoring the offender's conditions of release, and immediately communicating concerns.
- Ensure that offenders residing in the contractor’s facility are aware of and know how to access community services and assist these offenders in making use of community services.
- Where dictated by the offender's specific needs, provide the following services:
- Education and assistance in nutrition and food preparation;
- Life skills assistance in areas including budgeting, food purchasing, anger management, conflict resolution, tenant association skills, and reintegration issues;
- Employment readiness assistance, including assistance with resume preparation and interview skills;
- Conflict resolution and mediation sessions;
- Assistance with educational upgrading by making appropriate referrals to other community agencies; and
- Daily support that is focused on the individual needs identified in the correctional plan and by the local parole office.
- As required, provide emergency support services to offenders or those who have been newly released to the Prince George area and have not yet received a social assistance cheque and who meet criteria mentioned above.
- Each case will be assessed by the offender's parole officer and a representative of the Contractor, to determine if emergency support services are required. The decision to provide emergency support services must be documented in the offender's case file by CSC and approved in writing by the Project Authority.
1.3 Deliverables:
1.3.1 The contractor must submit a report to the Project Authority on a monthly basisthat includes, but is not limited to offender name, service start date and service end date.
1.3.2 Paper consumption:
a. Should printed material be required, double sided printing in black and white format is the default unless otherwise specified by the Project Authority.
b. The Contractor must ensure printed material is on paper with a minimum recycled content of 30% and/or certified as originating from a sustainably managed forest.
c. The Contractor must recycle unneeded printed documents (in accordance with Security Requirements).

2. Criteria for assessment of the statement of capabilities (minimum essential requirements):
Any interested supplier must demonstrate by way of a statement of capabilities that it meets the following requirements:
Experience: must possess 1 of year of experience in the past 5 years prior to the ACAN closing date providing housing to marginalized populations (ie: individuals with mental health, substance use, housing instability, involvement in the criminal justice system)
3. Applicability of the trade agreement(s) to the procurement
This procurement is not subject to any trade agreement.
4. Set-aside under the Procurement Strategy for Indigenous Business
This procurement is not subject to any set-asides for Indigenous Suppliers.
5. Comprehensive Land Claims Agreement(s)
This procurement is not subject to a Comprehensive Land Claims Agreement.
6. Justification for the Pre-Identified Supplier
There is a limited number of suppliers in Prince George who can meet the needs of CSC offenders without residency requirements with respect to transition or alternatives to suspension beds. There is also a lack of housing in general, and affordable housing in particular. Overall, Prince George has very limited housing options for offenders without residency requirements released to the community. This lack of accommodation leads to offenders having to reside at a shelter, all of which have harm reduction models, which places offenders in high risk situations. The pre-identified supplier has extensive experience working with marginalized populations.
The pre-identified supplier meets all of the minimum essential requirements described in this ACAN.

This procurement is not subject to any trade agreement.
9. Ownership of Intellectual Property
There are no intellectual property terms in the contract.
10. Period of the proposed contract or delivery date
The proposed contract is for a period of 10 months, from June 1, 2022 to March 31, 2023 with an option to extend the contract for 3 additional one -year periods.
11. Cost estimate of the proposed contract
The estimated value of the contract, including option(s), is $ 153,00.00 (GST/HST extra).
