Reference No. (as per Procurement Plan): CQS-3.6/1 This request for Expressions of Interest follows the General Procurement Notice (GPN) for this project that appeared in UN Development Business issue of December 30, 2014, under reference no.OP00030753. Ukraine has received financing from the International Bank for Reconstruction and Development (the Bank, IBRD), toward the cost of the Social Safety Nets Modernization Project (the Project), and intends to apply part of the proceeds to eligible payments under the Project for which this request for Expression of Interest is issued. The consulting services (the Services) include delivery of technical and methodological assistance in strengthening capacity of specialists from social protection system and specialists for children's rights protection and for support of families with children at local level in selected oblasts, namely: Ternopil, Ivano-Frankivsk, Chernivtsi, Zakarpattia, Volyn, Khmelnytskyi, Rivne, Vinnytsia, Cherkasy and Kyiv oblasts. The objective of this Terms of Reference is as follows:             To promote increasing of professional competency for managers and specialists in the social protection system, in particular, specialists for child protection and support of families with children and to form their ability to perform functions defined by the Ukrainian legislation;             To strengthen the professional competence of staff at oblast centers for social services in selected certain regions in organization and carrying out training activities for managers and specialists of the social protection system, social work specialists, social service providers in TCs, as well as for prospective patronage tutors and family care providers. To achieve the objective, it is envisaged carrying out training and methodological activities within the period from August 2021 to February 2023 in three (3) phases that will include:-           Development of the training course syllabus and methodological tools for its implementation (printed manual, training materials, video lectures, etc.);-           Carrying out training events where students will be able to acquire theoretical/ methodological knowledge and practical skills of social work that will improve quality of social support for the population, child protection, reduce dependence of families with children on institutional care and upbringing facilities;-           Increasing professional competence of employees from oblast centers for social duty services in carrying out training activities. Teams of trainers will be trained, that will be able to further train and retrain prospective providers of family care (FC) and patronage tutors, as well as to train SWSs and social service providers for families with children in TCs. Estimated timeframe for the assignment is nineteen (19) months, beginning from August 2021. The Ministry of Social Policy of Ukraine now invites eligible consulting firms (the Consultants) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are as follows:- at least 10 years of experience in carrying out seminars and trainings for specialists from the system of social protection of the population and child protection (including organization and delivery of seminars and trainings in the field of social work).- experience in implementation of international technical assistance projects over the past 5 years will be an advantage.- documentary proven experience in development of at least 5 educational (training) capacity building programs for professionals and specialists from institutions, facilities, and organizations in the field of social protection;- proven experience in cooperation with government bodies and local authorities on development of social services and child protection;- successful experience in implementation of at least 3 projects on the development/delivery of social services, children's institutional care and upbringing facilities reform will be an advantage;- Availability of a flexible group of at least 4 competent experts, each meeting the specific requirements of this Terms of Reference and the general requirements listed below: 1. University education (master's or specialist's degree); 2. Work experience (at least 10 years) in the field of social work, or social protection of the population, or protection of children's rights; 3. At least 5 years of experience in carrying out seminars and trainings for specialists of structural divisions for social protection of the population, protection of children's rights and/or representatives of government bodies, employees of social protection institutions and facilities (social service providers); 4. At least 3 years of experience in carrying out capacity building seminars and trainings for government bodies and local authorities on social protection and protection of children's rights will be considered as an advantage; 5. Fluency in Ukrainian.   The attention of interested Consultants is drawn to paragraphs 3.14, 3.16, and 3.17 in Section III of World Bank Procurement Regulations for IPF Borrowers dated July 2016 as amended in November 2017 and August 2018 (The Regulations) setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications. A Consultant will be selected in accordance with the CQS method described in details in the Regulations.
