Assignment Title: Implementation Support Specialist

The Government of the Republic of the Marshall Islands has received financing from the World Bank towards the cost of the Pacific Resilience Project – Phase II (PREP II) and intends to apply part of the proceeds for consulting services. 

 

The consulting services (“the Services”) is to provide support to the Project Manager and other PREP II personnel in the planning, implementation, management, monitoring and review of PREP II, including liaison with the media, government, community, and other relevant stakeholders and will support communication and logistics for the project as required.  

 

This consulting assignment is a full-time position to be in Majuro, RMI, although expected to be initially remote due to the Covid-19 travel restrictions. This assignment is expected to commence in April 2022 and will have a contract duration of 22 months with a possibility of extension based on performance. 

 

The detailed Terms of Reference (TOR) for the assignment will be promptly issued to any interested consultant upon request to the email addresses below.

 

PREP II now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. 

 

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.including a Cover Letter of no more than four (4) pages addressing individually the mandatory and desirable experience and qualification requirements below). Firms’ staff may express interest through the employing firm for the assignment and, under such situation, only the experience and qualifications of individuals shall be considered in the selection process. The criteria for selecting the Consultant are:  

Mandatory:

  • Degree in engineering, development, community liaison, environmental management or a discipline relevant to resilience and disaster/climate risk management or 5 years of relevant experience 
  • Prior experience living or working in a developing country context (Marshall Islands experience highly regarded)  
  • Excellent written and verbal communication skills in English
  • Experience in project implementation, administration and logistics
  • Strong computer proficiency including knowledge of MS Office software packages (Word, Excel, Power Point, MS Project and other applications).

 

Desirable:

  • Experience in disaster risk management and/or climate change adaptation
  • Experience with Multilateral Development Bank (MDB) Projects, such as the World Bank or Asian Development Bank 

The attention of interested Consultants (including firms) is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers, dated July 2016, revised November 2017 and August 2018 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.
