REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION) COUNTRY: Islamic Republic of Afghanistan NAME OF PROJECT: Afghanistan Water, Sanitation Hygiene and Institutional Support project. Loan No./Credit No./ Grant No.: IDA-D7470 and TF0B4254. Assignment Title: Consultancy services for the Preparation of Feasibility Study and Preliminary engineering design for Kandahar city Wastewater Collection, treatment, and reuse / disposal. Reference No. AF-AUWSSC-213004-CS-QCBS Afghanistan has r eceived a grant from the World Bank toward the cost of the Afghanistan Water, Sanitation Hygiene and Institutional Support project (A-WASH) and intends to apply part of the proceeds for consulting services for the preparation of wastewater feasibility study and preliminary engineering design.. The scope of consulting services (“the Services”) include a preparation of technical, environmental, financial and economic feasibility study, and preliminary engineering design, that shall include but not limited to: (i) a detailed assessment of the existing wastewater collection and disposal practices (ii) population and water demand review and calculation of  wastewater generation (iii) identification of different technical alternative options for wastewater collection treatment and reuse or disposal; (iv) identification of the preferred option based on environmental, technical, operational and financial criterion, (v) preparation of preliminary engineering design and cost estimates for proposed project; and (vii) financial and economic analysis of the proposed investments. Overall, the Services will be required over the period of six (6 months) months expected starting date is July 2021. The detailed Terms of Reference (TOR) for the assignment can be found at the following website:   www.AUWSSC.gov.af and or www.npa.gov.af The Afghanistan Urban Water Supply and Sewerage Corporation (AUWSSC), now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the services described under paragraph 3 above. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: The shortlisting criteria are: At least 10 years of successful experience of Preparation of feasibility studies for infrastructure projects (water supply and sewage) financed by the IFIs; Experience and qualification of the company and personnel specifically in the area of water and wastewater utilities; At least one successfully completed assignments of a similar nature during the last 5 years.  Key Experts will not be evaluated at the shortlisting stage. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (Procurement Regulations), revised November 2017 and August 2018, setting forth the World Bank’s policy on conflict of interest.  Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the Consultants Quality- and Cost- Based Selection method (QCBS) method set out in the Procurement Regulations.
