Overview : Prequalification for Civil Works The UNDP Country Office in Afghanistan invites potential and experienced construction firms/companies to submit prequalification applications for providing civil works for a period of next five years as and when required by UNDP. Upon completion of the evaluation of the prequalification, UNDP will include the selected firms/companies in the list of prequalified vendors. Below list provides the details about the nature and types of civil works activities/projects that UNDP undertakes while implementing its projects. These are four main types (categories) of civil works and UNDP may include additional activities as it may require: - Construction and rehabilitation of Vertical Structures (Buildings).
- Construction and rehabilitation of Irrigation Systems (dam, irrigation canals, water yards, haffiers and earth dam, etc., etc.)
- Construction and rehabilitation of Roads and Bridges
- Construction and rehabilitation of Retaining/Protection Walls
UNDP works in all geographical locations of Afghanistan and encourages the construction firms/companies from all regions/provinces to submit the Application for Prequalification (PreQ). For implementation of civil works, sourcing labors may be required from the areas where the works needs to be implemented, in order to sustain local level livelihoods through Cash for Work (CfW) activities in that area. In the event where the labors needs to be sourced from the respective area, the criteria for selection of labours will be defined by UNDP at the time of competitive process for particular works required. Prequalification Application Process - Interested companies and/or associations/joint ventures must fill in the UNDP Prequalification Application and submit relevant documentation/information as to demonstrate that they are eligible and qualified to perform construction works as and when required by UNDP. In principle, UNDP intends to use the outcome of this exercise for prequalification purposes in the context of procurement actions/opportunities that may arise in the next five years starting from 2022 – 2027.
- Completed applications as per the requirements stated in the Pre-qualification Documents can be submitted to UNDP Procurement Unit through e-tendering portal OR dedicated email no later than 12:00 pm (local time) 14th March 2022. Applicants are encouraged to submit application one day ahead of the deadline for submission, in order to avoid any technical/unforeseen obstacles during the submission. Applications received after the deadline will not be considered.
- At any time prior to the deadline for submission of Prequalification Document, UNDP may, for any reason, whether at its own initiative or in response to a clarification requested by Applicants, modify the Prequalification Application and its attachments by amendment, including through provision of supplementary information. The amendment will be posted on UNDP E-tendering Website https://etendering.partneragencies.org as well as UNGM https://www.ungm.org/Public/Notice and UNDP Procurement Notices Websites https://procurement-notices.undp.org/
- If you need to request additional information, please write to (procurement.af@undp.org) . The team will provide necessary information within due date. However, any delay in providing such information will not be considered a reason for extending the submission date of PreQ. All/any query regarding the submission of PreQ may be sent prior to the deadline at the e-mail mentioned above.
- Any requests for clarification about the contents of the Prequalification Application shall be sent at least 7 days before the deadline for submission. No phone calls will be accepted. Answers to questions/inquiries will be posted on UNDP web pages, and other web pages, on which this PreQ is posted.
- Completion of the Prequalification Application and submission of relevant documentation is compulsory as indicated in the Annexes attached to this PreQ document. Applications with incomplete submissions shall be disregarded.
- All applicants have valid business registration certificates/license for construction or civil works.
