Request for Expression of Interest: Consulting Services for Planning and Demonstration of Community-Based Solid Waste Management Initiatives for Year 2   Country:                                              Philippines Project:                                                METRO MANILA FLOOD MANAGEMENT PROJECT-PHASE 1 Loan Nos.:                                          WB Loan No. 8784-PH and AIIB Loan C-1450-PH (000023-1PHL) Reference No.:                                    PH-MMDA-CO202-2 The Metropolitan Manila Development Authority (MMDA) has received financing from the World Bank (WB) and Asian Infrastructure Investment Bank (AIIB) toward the cost of the Metro Manila Flood Management Project-Phase 1 and intends to apply part of the proceeds for consulting services. The consulting services’ (“the Services”) background and scope are as follows: The Services will be required to provide technical support in the development of a Community-Based Solid Waste Management Program (CBSWMP or the Program). This will carry out neighborhood-level activities near the pumping stations and waterways and drainage channels targeted under Component 1 of the Project and shall highlight Social-Behavioral Change Communication (SBCC) strategies targeting the change of people’s behaviors and practices towards solid waste management. The Services shall cover different community-based SWM components including, but not limited to (i.) preparation of 5-year barangay based SWM plans aligned to the approved 10-year SWM plans; ii.) establishment of community-based groups and/or organizations on SWM; (iii.) implementation of social-behavioral change programs and information, education and communication campaigns; (iv.) roll-out of SWM programs of the barangays including introduction of SWM innovations and technologies; (v.) implementation of monitoring and evaluation plans of the barangay; (vi.) demonstration of results-based incentive programs in the barangays; (vii.) documentation of best practices; and (viii.) proposal of follow-through projects/policies to sustain the community-based SWM Programs. The Project also is currently engaged in a separate consultancy services in developing the Metro Manila Solid Waste Management Master Plan (MMSWMMP) and Community-Based Solid Waste Management Yr. 1 which will also include metro-wide information, education and communication strategies. It is expected that the selected consultant for this assignment will coordinate efforts with the consultants of the master plan with the intention of contemporaneous implementation. This is to ensure that the final output of the Program and the master plan shall have sub-activities synergistically interlink towards the achievement of the broader project objective. The Program shall be designed to also meet the requirement of Republic Act 9003 for a ten-year solid waste management program from the provincial government (in Metro Manila’s case, MMDA functions as provincial authority). The MMDA now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services.  Interested Consultants must provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are as follows: 1. Minimum of six (6) years of experience in the preparation of community-based capacity building, feasibility studies, formative research, IECs, monitoring and evaluation, etc. of solid waste management program. Please note that directly relevant environment management initiatives shall be considered in evaluation. 2. Expertise in conducting Environmental, Social and Behavior Change Communication programs. 3. The firm has a regional or country presence with experience working with developing countries through firm's own branches, consortium of sub-contracting with local firms (indicate if with or planning to have a joint venture or association) 4. Completion of at least one (1) contract similar to the project. The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s  Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers,  dated January 2011 and  Revised July 2014  (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.  Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.
