The Danube River forms a natural border between the Republic of Moldova, Romania and Ukraine; it flows through the Danube Delta into the Black Sea. The Danube Delta is a natural area and regarded as a world heritage site. Due to the presence of numerous oil terminals, there is always a risk that an industrial accident may adversely affect human health and the environment; in addition, it may have a negative impact on a neighbouring country. There is a need to improve the capacity of civil protection and disaster management authorities at the national, regional and local levels in the Danube Delta region to prepare for and respond to industrial accidents, especially with transboundary effects. Cooperation between the three countries and, in particular, a joint approach and consistent procedures for contingency planning and emergency management are essential to reducing the risk of industrial accidents and mitigating their cross-border effects. This project will enhance the ability of national, regional and local civil protection authorities to respond to industrial accidents in the Danube Delta region, particularly regarding accidents with potential transboundary effects. This will be achieved by capacity-building activities such as trainings, workshops and (table-top/field) exercises, which will be conducted in cooperation with the regional port authorities and operators of industrial hazardous facilities. In addition, it will be achieved through the development of Standard Operating Procedures as part of the Joint Contingency Plan for the Danube Delta Region and of recommendations to improve transboundary cooperation. The project will establish robust and sustainable mechanisms and procedures for preparedness, response, cooperation and mutual assistance between the three countries. Such will also be formalized through a trilateral cooperation agreement which will be developed under the project with the objective to sign it at a high political level.
