II.2.4) Description of the procurement

Scottish Government Children and Families Analysis Unit and Early Learning and Childcare Directorate wish to commission a nationally representative survey of parents and carers of children under the age of 6 in Scotland as part of their wider programme of monitoring and evaluation work for the expansion of the Early Learning and Childcare (ELC) entitlement to 1,140 hours.

The overarching aim of this research is to provide up to date information on parents’ and carers’ use of and views about ELC and its impact, to evaluate the implementation of the expanded entitlement to 1,140 hours and inform the ongoing delivery of funded ELC. It will also support the development of Scottish Government policy on early learning and childcare, for example the ambition to provide early learning to all 1 and 2 year olds.
