The People’s Republic of China has received the loan from the World Bank toward the cost of the Liaoning Safe and Sustainable Urban Water Supply Project, and it intends to apply part of the proceeds of this loan to payments under the Contracts for: Contract No. Contract Title Descriptions of the Contracts and Construction Period FS-C03 Rehabilitation of municipal water distribution pipelines (C) Rehabilitation of municipal water distribution pipelines (5 roads in total), DN500m~De63mm diameter pipelines with 5371 meters long. FS-C04 Rehabilitation of municipal water distribution pipelines (D) Rehabilitation of municipal water distribution pipelines (7 roads in total), DN700mm~De63mm diameter pipelines with 5024 meters long. FS-C07-1 Rehabilitation of water distribution pipelines of residential quarters in Dongzhou, Hetai and Henan District (C) Supply and installation of 64.355km water supply pipelines in DN50mm-De20mm, Ancillary equipment such as valves, water meter and electromagnetic flowmeter etc. in 45 districts in Fushun. FS-C07-2 Rehabilitation of water distribution pipelines of residential quarters in Hebei and Fengze District (C) Supply and installation of 71.019km water supply pipelines in DN400mm~de20mm;Supply and installation of valves, water meter and electromagnetic flowmeter in 35 districts in Fushun. China Capital Tendering Co., Ltd. (the “Procurement Agent”), entrusted by Fushun Water Supply (Group) Co., Ltd. (the “Employer”), now invites sealed bids from all eligible and qualified bidders for the above the above contracts. Bidders may submit bid(s) for one or multiple contracts, as further defined in the bidding document. If a bidder submits several successful (lowest evaluated substantially responsive) bids, the evaluation will include an assessment of the Bidder’s capacity to meet the combined requirements regarding: Financial Situation, Equipment to be allocated and Personnel to be fielded. 3. Bidding will be conducted through the National Competitive Bidding procedures. The bidding is open to all Bidders from Eligible Sources Countries as defined in the Procurement Guidelines of World Bank. 4. Interested eligible bidders may obtain further information and inspect the Bidding Documents during office hours between 9:00-11:30 am and 1:30-4:00 pm (Beijing time) at the address given below. 5. The attention of prospective Bidders is drawn to the eligibility and conflict of interest provisions under ITB 4 of the Bidding Documents. All Bidders found to have a conflict of interest shall be disqualified. 6. Qualification requirements include: (1) Domestic Bidders must have the certificate of first grade (including) or above of general contracting for Municipal Public Works Construction issued by the housing urban and rural construction department (2) Submission of audited financial statements for the last three (3) years (2018-2020) to demonstrate the current soundness of the bidder’s financial position and its prospective long term profitability. As a minimum, the Bidder’s net worth calculated as the difference between total assets and total liabilities for each year of the last three (3) years (2018-2020) should be positive; (3) Minimum average annual turnover calculated as total certified payments received for contracts in progress or completed is shown in the table below, within the last three (3) years (2018-2020); (4) The Bidder shall demonstrate access to, or availability of, financial resources such as liquid assets, lines of credit, and other financial means, other than any contractual advance payments to meet: (i) the following cash-flow requirement is shown in the table below and (ii) the overall cash flow requirements for this contract and its concurrent commitments; (5) Experience under contracts in the role of contractor, subcontractor, or management contractor for at least the last five (5) years prior to the bid submission deadline; (6) Participation as contractor, management contractor, or subcontractor, in at least two (2) similar contracts five (5) years prior to the bid submission deadline, each with a value of at least the number as shown in the table below, that have been successfully and substantially completed and that are similar to the proposed Works for two rehabilitation of municipal water distribution pipelines or two rehabilitation of water distribution pipelines of courtyards and residential areas. The similarity shall be based on the physical size, complexity, methods/technology or other characteristics as described in Section V, Employer’s Requirements of the Bidding Documents.
