Description
UNICEF Zambia is seeking to engage qualifed accounting /audit institutions locally registered in Zambia with the Zambia Institute of Accountants ( ZICA) to conduct services as stated in the invitation. This will be based on Long Term Ararngement ( LTA) basis for an initial period of 24 months with possibility for extension for another 12 months subject to performance.
Background
The Harmonized Approach to Cash Transfers (HACT) has been adopted in Zambia since the year 2008. HACT is a key element of sound programming, developed to support monitoring the reach and effect of UNICEF cash transfers.
The objective is to reduce the transaction costs to implementing partners and to use partners’ financial systems (accounting, procurement, reporting and internal controls) instead of setting up parallel accounts for UN agencies. It also allows partners to request for funds from UNICEF and report utilization of the same funds using simplified reporting formats (referred to as Funding Authorization and Certificate of Expenditure – FACE).
