Description
BACKGROUND
WHO had supported the government on conducting the midterm review of the RMNCAH strategy and subsequent revision of the strategy. Through the midterm review, inconsistency between policy documents supporting midwife’s duties, responsibilities, expected competencies and actual practice was pointed out. Essential services are defined in Essential Health Service Package 2018-2020 (EHSP), and more than half of 121 essential services is related to RMNCAH. Alignment of different policy documents that define duties, responsibilities, expected competencies and actual practice is crucial for effective and efficient delivery of RNCAH essential services by midwives.
PURPOSE/SPECIFIC OBJECTIVE OF THE ACTIVITY
To support the government to review the gap between policy documents on midwifery duties and regulations and practices to ensure optimal RMNCAH essential service delivery.
DESCRIPTION OF ACTIVITIES TO BE CARRIED OUT
- • Review policy documents related to midwifery
- • Assess gaps between policy documents related to midwifery and existing national clinical standards on RMNCAH
- • To facilitate a survey to identify gap between the policy documents and actual practices among midwives.
METHODS TO CARRY OUT THE ACTIVITY
- • Meetings with the government counterpart of Laos and WHO country offices
- • Document review
- • Development of questionnaire
- • Compilation and analysis of collected data
- • Development of reports
QUALIFICATIONS & EXPERIENCE
EDUCATION
Bachelor’s degree in public health or medical science (midwife, medicine, nurse)
EXPERIENCE
- • Minimum of 5 years of working experience in RMNCH area (both clinical and in public health)
- • Prior experience working within the Lao health system is appreciated
- • Experience as a midwife is appreciated
TECHNICAL SKILLS & KNOWLEDGE
- • Strong communication skills, strategic thinking, writing and presentations
- • Ability to work harmoniously as a member of a team
- • Ability to adapt to diverse educational and cultural backgrounds
LANGUAGES
Fluency in English is required
COMPETENCIES
- • Communicating in a credible and effective way
- • Producing results with quality on time
ADDITIONAL INFORMATION:
Due to the travel restrictions, long time needed for processing of entry to Lao documents and timelines for the activity, only international candidates that are currently in Lao will be considered.
Duration of contract is for 1 year (215 working days) starting 1 July 2021
