REQUEST FOR EXPRESSIONS OF INTEREST For Recruitment of Individual Consultant (Procurement Specialist) Country: Federal Democratic Republic of Ethiopia Employer: Sidama regional state water and irrigation bureau Project: CWA-WaSH Program Phase II Credit No. IDA-64450 Assignment Title: Recruitment of Procurement Specialist (Individual Consultant) The Federal Democratic Republic of Ethiopia has received financing from the world bank to the cost of the One WaSH National Program, CWA Phase II and intends to apply part of the proceeds for consulting services/ hiring of staffs The Services include providing  support to the Sidama regional state water and irrigation bureauband other towns/ Woredas  implementing the project on the overall procurement planning, managing the process, coordinating and reporting of the procurement progress of the project and provision of support and assistance to the project implementing towns, woredas  and other implementing agencies in managing the procurement activities of the Project for goods, works and consulting and non- consulting services in accordance with the World Bank’s procurement Regulation (recent edition). The Individual Consultant (procurement specialist) will undertake; but not limited to the following duties and responsibilities, among others; • Participate and support the project office in overall planning, management, and monitoring of procurement activities of the OWNP-CWA project by handling each stage of the procurement cycle as per “The World Bank’s Procurement Regulations for IPF Borrowers”, (Recent Edition)”. • Preparation of Specific Procurement Notices/SPN/, REOI, bidding documents and Request for Proposals (RFP) as per /or that is consistent with World Bank standard Procurement documents (SPD) and participate and/or provide professional guidance and support to the evaluation committee on shortlisting of consultants, evaluation of bids and proposals, drafting of contract agreement and closely follow up next procurement steps and ensure timely accomplishment of the process to avoid delays. • Consolidate the procurement plan from towns, woreda, villages, etc. and prepare the OWNP-CWA regional Procurement Plan and upload in STEP considering the recent and reliable cost estimate for each procurement method and update project procurement plan as required and ensure that the consolidated project procurement plan is updated and maintained. • Review the procurement manual, prepares capacity building training materials, and provide on the job training for procurement staff together with the other experience procurement specialists and WDC to Woreda and town level on the application of the manual and standard procurement documents. • Participate on regular procurement performance monitoring missions and regular joint implementation missions; actively participate in the discussion on regional procurement performance. • Organize, Support and implement all procurement activities at regional level based on the applicable procurement procedures. • Reports to and work closely with the Regional PMU coordinator. • In addition to the above-mentioned activities, the Procurement Specialist performs other related and relevant assignments of the program. The assignment will be for one year, with possible extension upon satisfactory performance of the consultant. Required Competencies • At least BA/BSc from a reputable and recognized university in Engineering, Commerce, Business Administration, Economics, accounting, management, or any other related discipline. Possession of post graduate degree or an advanced degree will be an advantage. • At least 8/10 or above general experience in procurement for master’s and bachelor’s degree respectively. • At least 3 years’ experience in the water supply and sanitation sub-sector & at least two years’ experience in World Bank Financed projects with a high credit to experiences in operational procurement. • Proven familiarity with World Bank procurement guidelines and procedures including the World Bank Standard Bidding Documents for procurement of goods, works and services. • Strong capability of communication on the subject matter, and capacity to offer trainings. • Excellent writing and communication skills in English (all reports, documents and correspondences shall be in English). • Experience and knowledge on the Systematic Tracking and Exchange in procurement (STEP) is an added advantage. • Knowledge of Local language and culture and condition is an added advantage. The Sidama regional state water and irrigation bureau now invites competent procurement specialist for the assignments to indicate their interest in providing the Services. Interested applicants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short listing/evaluation criteria are: Qualification and Experience as procurement specialist in public procurement management and specifically in World Bank financed project, their capability on the basis of academic background, general and relevant experience, their relevant trainings attended, written exam, interview and knowledge of local condition. The attention of interested procurement specialist is drawn to Section III paragraph 3.16 and 3.17 of The World Bank Procurement Regulations for IPF Borrowers Procurement in Investment Project Financing Goods, Works, Non-Consulting and Consulting Services fourth edition November 2020 (“Procurement Regulation”), setting forth the World Bank’s policy on conflict of interest.  The procurement specialist will be selected in accordance to Section VII para 7.34 to 7.37 of The World Bank Procurement Regulation based on qualification and relevant experience of the applicants to the assignment. Remunerations: As per the Salary scale of Regional WaSH PMU staff of the program.
