Construction of La Digue Wastewater System

PROJECT NEPTUNE SEYCHELLES WATER & SANITATION PROJECT

REPUBLIC OF SEYCHELLES, MINISTRY OF ENVIRONMENT, ENERGY AND CLIMATE CHANGE − PUBLIC UTILITIES CORPORATION

 1.General

The Government of Seychelles has received funding from the European Investment Bank (EIB), the European Union, African Water Facility, the French Development Agency (AFD) and other funding agencies; towards the cost of Project Neptune, the Seychelles Water & Sanitation Project; being implemented by the Public Utilities Corporation (PUC) of Seychelles as Contracting Authority ("Employer").
This Invitation for Prequalification refers to Project Neptune Reference No. NP07/W01: Construction of La Digue Wastewater System.
The works comprise the construction of a separate piped sewerage system for the more densely populated areas of the island of La Digue. The works include estimated 16 km gravity sewers and 350 no. manholes, 850 no. sewer house connections, 15 no. lift pumping stations, 5 no. sewage pumping stations, 800 m force mains, 3,500 PE wastewater treatment plant and effluent infiltration trenches.
The construction of the gravity sewers and manholes will require construction in narrow public roads and across private property. Excavations of gravity sewers will take place up to depths of 2.5 metres with a high water table and collapsing sandy soils. Granite rock and granite boulders may be encountered in some locations. Construction of the wastewater treatment plant will take place in an area which is flood prone.
The works will be contracted according to the International Federation of Consulting Engineers (FIDIC) “Conditions of Contract for Construction for Building and Engineering Works, Designed by the Employer”, First Edition 1999.
All firms are invited to participate in the prequalification.
 2.Prequalification Requirements

Prequalification requirements include the following:
• Information on pending litigation and arbitration;
• Historical financial performance over the previous 3 years;
• Average annual construction turnover over the past 3 years, minimum EUR 10 million;
• Experience in at least 2 projects each with construction and successful commissioning of at least 5 km of urban or peri-urban waste water networks including house connections, manholes, gravity sewers and lift pumping stations, in the past 5 years; and
• Experience in at least 2 projects each with construction and successful commissioning of a waste water treatment plant of at least 2,500 PE capacity in the past 5 years.
 3.Prequalification Procedures

The Employer will provide the Prequalification Documents in electronic format by email to those firms submitting a Request Form. Interested firms may obtain these Request Forms by contacting the Employer using the above contact information and email address.
The deadline for submission of completed Request Forms is: 22nd April 2016, 17:00 hours, local time of the Republic of Seychelles; as received at the above email addresses.
The Request Form includes the following:
• The name and nationality of the legal entity making the request;
• The name, organisation, address, telephone, fax and email of the contact person of the legal entity making the request; and
• The date and signature of the contact person making the request.
No payment is required for obtaining the Prequalification Documents.
The completed Request Form must be submitted in electronic format to the Employer using the email address above. The Request Form containing the original signature of the contact person making the request must be provided as scanned version.
An applicant may be any combination of legal entities with a formal intent to enter into an agreement or under an existing agreement in the form of a Joint Venture (JV). In the case of a JV, at least one of the legal entities forming the JV must have submitted a completed Request Form as required above for the Prequalification Documents.
The Employer reserves the right to reject any prequalification application that is submitted by a firm which did not submit a completed Request Form as required above for the Prequalification Documents.
The deadline for submission of the Prequalification Documents is: 20th May 2016, 17:00 hours, local time of the Republic of Seychelles; as per the Prequalification Documents.
This Invitation for Prequalification is not part of the Prequalification Documents.
