Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:

Z osnovnim projektom je bila predvidena rušitev in preureditev čelnih cestninskih postaj Vransko, Tepanje in Drnovo ter stranskih Krško in Slovenske konjice. V času izvedbe del se je izkazalo, da je potrebno izvesti dodatna dela (kot na primer dodatna elektro in gradbena dela, izdelava sprememb PZI projektov, asfaltiranje, betoniranje)za kar je izvajalec v skladu določili Splošnih pogojev pogodbe vložil več zahtevkov. Aneks se sklene na podlagi določb 2. in 3. točke 95. člena ZJN-3, saj dodatna dela ni mogoče tehnično ločiti od prvotnega naročila, ne da bi naročniku povzročilo resne težave in povečanje stroškov, poleg tega pa so predmetna dela nujno potrebna za dokončanje del. Dodatna dela so vezana na instalacije, naročene v okviru prvotnega naročila, potreba po izvedbi pa se je izkazala tekom izvajanja del, saj je bilo ugotovljeno, da posamezne rešitve, predvidene v PZI niso bile v celoti ustrezne.
