Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:

Dodatne storitve predstavljajo pripravo strokovnega gradiva za dopolnitev, funkcionalne, tehnične, prostorsko-oblikovalske, gospodarske, bivalne, družbene, kulturne in ekološke razmere na območju dediščine, vključno z analizo prebivalstvenih gibanj, prostorske značilnosti pa obsegajo različne prikaze lege območja dediščine v odnosu do okolice, zasnove in oblikovanosti območja, značilnosti sestavnih delov - vključno z grafičnimi prikazi, ki jih določa pravilnik. Naročnik ima z izvajalcem že sklenjeno pogodbo za izdelavo OPPN in KNP starega mestnega jedra Kranja in ker zgoraj navedene storitve predstavljajo dodatne storitve v okviru te pogodbe, je najbolj smotrno, da jih iz ekonomskih in tehničnih razlogov izvede prvotni izvajalec. Zamenjava izvajalca bi naročniku povzročila velike nevšečnosti, saj bi izbira novega izvajalca privedla do časovnega zamika izvedbe pogodbenih obveznosti in znatnega podvajanja stroškov. Predmet javnega naročila se ne spreminja, kot tudi ne splošna narava JN.
