THIS IS A REQUEST FOR INFORMATION (RFI) ONLY: This RFI is issued solely for information and planning purposes and does not constitute a solicitation.  The purpose of the RFI is to request information from industry to develop the market research needed to determine whether there are businesses and/or entities in the federal marketplace under primary NAICS 541511 who can provide the capabilities as described below and in the attachment to this SAM notice.

The Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), Federal Insurance and Mitigation Administration (FIMA), Risk Management Directorate (RMD) requires expert contractor assistance to provide a web-based automated dam-break flood simulation, mapping, and human consequence assessment system for dam infrastructure in the USA.  FEMA requires an integrated software capability that simulates dam breach floods, fluvial floods, storm/tidal surges, and landslide waves.

The Government is not requesting any proprietary information be submitted under this Sources Sought Notice, nor shall the Government be liable for any consequential damages for disclosure of any proprietary information.  Any information submitted in response to the RFI (i.e., the capability statement) is subject to disclosure under the Freedom of Information Act 5 USC 552(a).
