Description
The United Nations (UN) may have a requirement to establish a contract in support of the United Nations Assistance Mission in Afghanistan (UNAMA) for a stand-by “On-Call” air transportation service to support the relocation of 1,800 UN civilian personnel, in case of an emergency evacuation requirement, from four locations in Afghanistan, namely Kabul, Mazar-e-Sharif, Herat and Kandahar, to the various destinations delineated under the following two (2) itinerary scenarios, further specified in the attached Annex I to this RFI. Scenario 1: Personnel will be evacuated to three (3) final destinations: Dubai (UAE), Dushanbe (Tajikistan) and New Delhi (India) Scenario 2: Personnel will be evacuated to five (5) final destinations: Dubai (UAE), Dushanbe (Tajikistan), New Delhi (India), Kuwait City (Kuwait) and Istanbul (Turkey). Under both above scenarios, the flights departing from Mazar-e-Sharif, Herat and Kandahar shall transfer the personnel via Kabul and from Kabul to the final destinations mentioned. The final destinations of the flights under the two scenarios represent sample itineraries and are subject to change prior to launching a procurement activity. The envisaged contract is expected to be effective for a period of three (1+1+1) years. For the purposes of this Request for Information (RFI), it is anticipated that the requirement will include: a. The aircraft must be able to accommodate the number of passengers, their baggage requirements and the total number of flights as specified in the scenario tables in Section II. Each passenger is entitled to 22 kg of personal baggage. b. A service provider/vendor must be able to position an aircraft upon 24-hour notification. c. Each departure location has a total of 450 passengers. During actual task execution, there may be less passengers in Herat, Kandahar and Mazar-e-Sharif and the remaining passengers to 450 seats would be picked up in Kabul. d. A service provider/vendor is required to be self-sufficient and is required to have the back-office capability to secure and pay for its own over-flight and landing permits, ground handling, Jet-A1 fuel and crew accommodation, meals and transportation. A service provider/vendor shall take into consideration that there might be no ground support services and/or aviation fuel available at the airports Herat, Kandahar and Mazar-e-Sharif. e. The aircraft must be capable of performing flights into/from the listed airfields in Afghanistan. It should be noted that this request does not constitute an actual requirement for services nor a solicitation for a firm pricing offer. Should the UN determine a need to establish an on-call contract for the abovementioned services, the requirement will be sourced from the market under the relevant formal procurement activity, in accordance with the procurement regulations outlined in the U.N. Procurement Manual (https://www.un.org/Depts/ptd/about-us/procurement-manual). Air operators are kindly requested to respond to this Request for Information (RFI) by completing the questionnaire attached as Annex II and response table linked as Annex III, in addition to submitting the Vendor Response Form (page 5 of the RFI document).
