6.Nature of contract:

Fee-based.

7.Contract description:

The purpose of the contract is to assist the Ministry of Agriculture in the implementation of the project, including the provision of technical expertise tasks, including oversight and monitoring functions and programme estimate management. Indicatively 650 person-months of long-term and short-term expert time is foreseen. The contract is part of the WHDP, which aims at tackling food insecurity in Swaziland while supporting economic growth by enhancing the availability of water throughout the year in a context of very limited access to irrigation for smallholders. The 5-year project is undertaking the construction of some 75 water harvesting infrastructures (including small- and medium-sized earth dams, weirs and reservoirs), as well as the associated downstream irrigation development.

620 000 EUR.

April 2017.

Currently TA support is being provided under another EU-funded programme, which is coming to an end in late 2017.

11.Legal basis:

Annex IV to the Partnership Agreement between the members of the African, Caribbean and Pacific Group of States of the one part, and the European Community and its Member States, of the other part, signed in Cotonou on 23.6.2000 as amended in Luxembourg on 25.6.2005 and in Ouagadougou on 22.6.2010. Reference is made to Annex IV as revised by Decision No 1/2014 of the ACP–EU Council of Ministers of 20.6.2014.
