II.1.4)Short description:

RISE will procure an Apreo 2 S HiVac for sample analysis (morphology and elemental composition) of nanomaterial under both normal SEM operation (room temperature and high vacuum sample conditions) and under dynamic experiments performed under high temperature, high pressure sample conditions (1200°C and 500 Pa) where the sample at the same time are exposed for reactive gases (e.g. 100% H2, 100% O2, 100% C2H4). A fully integrated micro reactor is needed for the second task. The instrument must be able to visualize the sample in the micro reactor without sacrificing the optical resolution (< 1 nm). The dynamic experiments must be able to be recorded with publication quality images with the necessarily experimental information shown in databar.

With this announcement, RISE wishes to announce its intention to award the contract to FEI Europe BV. An agreement is signed after the negotiation procedur has been completed without prior notice no earlier than 10 days from the publication.

Section IV: Procedure

IV.1)Description
IV.1.1)Type of procedure
Award of a contract without prior publication of a call for competition in the Official Journal of the European Union in the cases listed below
  • The procurement falls outside the scope of application of the directive
Explanation:

Thermo Fisher Scientific (TFS) have a long history of delivering ESEM (the microscope was former delivered by FEI which was acquired by TFS 2017) for reactive dynamic experiments with several key publications in the scientific literature [e.g. Wang et al, ACS Nano 9 (2015) 1506-1519; Huang et al, Advanced Functional Material 25 (2015) 5979-5987; Wang et al, Nature 570 (2019) 91-95; Barroo et al, Nature Catalysis 3 (2020) 30-39; Suchorski et al, Science 372 (2021) 1314-1318]. After extensive research and evaluation of all commercially available systems, we have determined that the Apreo 2 S HiVac in combination with the commercially available micro reactor solution from TFS provides the only combination of system performance and support that can meet the demanding needs of RISE ETC and its user base with respect to dynamic in-situ studies of micro- and nanoparticles at elevated temperatures and in high-pressure reactive atmospheres. Our focus on analytical characterization, ultra-low voltage surface imaging, in-situ micro- and nanoparticle characterization for materials research will push the imaging and chemical analysis capabilities as well as the reaction kinetics controlling mechanisms of the instrument to the very limit. The proposed solution also extends the experimental conditions compared to earlier results in the scientific literature. With the performance of the TFS Apreo 2 S HiVac and the configuration proposed, we believe that purchasing this system and partnering with TFS affords the greatest value in terms of state-of-the-art instrument capability, ease-of-use, and proven service and support as evidenced by the large installed base of TFS SEM instruments world-wide.
