Nepal Electricity Authority (NEA) is implementing SASEC Power Transmission and Distribution System
Strengthening Project (the Project) with funding support from the Asian Development Bank and the
Government of Norway. One of the Project's major components is improving distribution systems including
underground construction in various parts of Nepal. The project aims to enhance access, reliability, and
efficiency of power supply in Nepal.
The Distribution Expert will be responsible for supporting NEA in the effective implementation of
subprojects related to (i) modernization and reinforcement of distribution system in Kathmandu,
Bharatpur, and Pokhara and (ii) electricity distribution extension and reinforcement subprojects in the
Province 2 via establishing robust monitoring system and implement it to ensure compliance to highest
quality standards. The expert shall also identify, assess, and advise on various propositions
originating during execution of the project, including design and execution philosophy, financial and
physical progress, advising NEA to strengthen inter-agency coordination, develop modality for sharing of
assets developed under the project by other utilities and exploring possibilities for monetization of
Optical Fiber Cable (OFC) Network. ADB is looking for consultancy services from an individual consultant
to assist NEA in successfully implementing the objectives as mentioned above and successful and in-time
execution of the projects.
The consultant's task will include but not be limited to the following:
• Support NEA in review, design, engineering, the scope of work, cost estimation, scheduling, and
construction.
• Support NEA in review of construction drawings, bill of quantities, cost estimates for accuracy
and conformity to standards and regulations, and provide recommendations
• Analyzing the basic network architecture of the Communication system proposed by the contractor,
exploring options of asset sharing developed under the project, including monetization by multi-service
utilization of the OFC network. Identifying modalities to be adhered to progress towards engaging
stakeholders to build the desired ecosystem with NEA.
• Support NEA in developing monitoring plan with substantiation through comprehensive, objective
reports and relevant preventive measures as and when necessary
• Pro-active identification of root causes for delays/hindrances/deviations and proposals for
corrective actions for process improvement
• Streamlining project review process, organizing project review meetings for addressing concerns
of internal and external stakeholders
• Analysing the technical and commercial soundness and risks of existing project plans, as well as
recommending improvements
• Support NEA in addressing the social/environmental/technical issue affecting the project
progress and recommending remedial/preventive measures
• Develop service level standards for major project activities and support NEA in its compliance
by the contractor
• Implementation of internationally accepted best practices for planning, execution, and
monitoring.
• Ensuring compliance to the highest standards of Quality, Sustainability, and Environmental
safeguards.
• Organize or serve as resource person in capacity building activities
• Undertake any other activities as required or requested by NEA and ADB
The expert should have a University degree in Electrical/Electronics/ Information Technology and a
minimum of 12 years of general experience and minimum of 10 years of relevant professional experience in
power distribution management. The expert should have prior experience dealing with electricity utility
companies in the power distribution domain and have proven expertise and technical knowledge on
electricity distribution systems and underground distribution systems. Preference would be given to
those candidates with experience working in Nepal or South Asia.
