With the passage of Republic Act No. 11223 or the Universal Health Care (UHC) Act, the Department of 
Health (DOH) needs to further improve its efficiency in using resources provided to the health sector. 
This is due to the increasing reliance on domestic resources of financing and the need to generate more 
resources for health.

To address these needs, the DOH created the Health Care Financing (HCF) Group in the Health Policy 
Development and Planning Bureau (HPDPB) by virtue of Department Personnel Order No. 2020-2071 in August 
2020. The HCF Group is responsible for providing technical assistance in the development of evidence-
based health financing-related policies, strategies, plans, and initiatives towards equitable health 
financing for all Filipinos.

The HCFG is tasked to spearhead the development of the 2021-2030 National Health Financing Strategy that 
will guide the sector in the goals, objectives, priorities and activities to be set to achieve financial 
risk protection for the Filipino people. The HCFG is composed of staff from different divisions who are 
also working full-time in their respective divisions. Further, most HPDPB staff, including the HCF 
Group, have limited technical competencies on health financing. Furthermore, the HPDPB is expected to be 
the HCF experts in the DOH in ensuring all the health financing-related policies and programs are in 
sync. As such, building the capacity of the HPDPB on health financing is necessary but additional 
technical support is needed to fast-track the development of its deliverable while also developing the 
capacity building of the HCF Group.

The National Heath Financing Strategy is a policy action identified as necessary for advancing the UHC 
reforms and supporting its finalization will help move forward UHC. 
The health financing capacity building expert will provide support to the HCF Group in the conduct of 
activities for the development of the HCF Strategy and strengthen the health care financing capacity of 
the HPDPB. Specifically, the resource person will: 
•	Assist in the development of competency standards on HCF and conduct of needs assessment related to 
building up the said competencies
•	Provide technical expertise and inputs on various financing policies.
Learning and Development Interventions (LDIs) on health care financing, with the following expected 
outputs:
1.	Assist in the development of competency standards on HCF
2.	Facilitate conduct of Learning and Development Needs Assessment (LDNA) 
3.	Design learning modules for capacity building on HCF
4.	Organize and conduct brown bag sessions and other LDIs 
5.	Coordinate with the Bureau’s LDI team in the development of the LDIs and for the clearance of the 
learning module by the Health Human Resource Development Bureau
6.	Coordinate with the Bureau of Local Health Systems Development with regards to technical assistance 
provided for by Development Management Officers to Local Government Units

The Health Policy Development and Planning Bureau (HPDPB) of DOH may ask the TA providers to attend 
meetings with them and perform other tasks that may be assigned. All deliverables shall be developed 
jointly with the HPDPB HCF Group to institutionalize the capacity within the HPDPB.

With particular reference to COVID-19, any need for travel shall be assessed by ADB and the Consultant 
using ADB's advice at the time of travel. Subject to ADB's approval, the Consultant may use remote video 
technology meetings to replace face to face meetings as considered necessary.
a.	Graduate of health economics, health policy, health and development, health financing, public health 
or related field  
b.	With five (5) or more years extensive experience on health financing related projects 
c.	Knowledge of health sector financing reforms, DOH mandate, policies and thrusts.
