The Government of Uzbekistan is receiving Technical Assistance ("TA") from the Asia Pacific Project 
Preparation Facility ("AP3F") for the preparation of a pre-feasibility study ("PFS") and the 
preparation works in relation to the development of sixteen schools within Tashkent City and 
Tashkent Region under a public-private partnership ("PPP") scheme (the "Project").

The Asian Development Bank ("ADB") is the mandated transaction advisor ("Transaction Advisor") to 
the Government of Uzbekistan and will lead the preparation, structuring and procuring of the 
Project.

ADB (the “Client”) is seeking the services of a firm to conduct geotechnical site investigations 
and analysis, topographical site surveys and cadastral site surveys at sixteen separate locations 
in Tashkent City and Tashkent Region, (the “Firm”) which will directly support the Client in 
carrying out its obligations as the Transaction Advisor. 

The main objectives of the appointed Firm are three-fold: 

i.	To execute monument and marker post installations, detailed topographic surveying work and 
related services for the project to determine positions and elevations, and record natural and 
artificial features of the sixteen identified land plots, in assisting the Client in identifying 
the site location for the development of a school within each of the sixteen land plots. 

ii.	Undertake geologic and geotechnical investigations of the sixteen identified land plots, in 
assisting the Client in identifying the site location for the development of a school within each 
of the sixteen land plots.

The investigations at each land plot shall include the review of geologic, geotechnical and 
topographic literature and maps, excavation of trenches and drilling of boreholes for the sampling 
and evaluation of subsurface conditions, field and laboratory testing of samples taken, geologic 
field reconnaissance.

A Geotechnical Factual Report shall be produced which shall include the findings of all 
geotechnical investigations and analysis undertaken.

A Geotechnical Interpretative Report shall be produced which shall provide interpretations of the 
findings included in the Geotechnical Factual Report, and also provide thorough recommendations and 
design parameters for the design and construction of groundworks, subsurface structures and 
foundations. The main objective of the investigation is to determine the Safe Bearing Capacity of 
the soil as well as and other soil parameters to provide all necessary geotechnical information and 
data, to allow for the informed, efficient, economic design and construction of groundworks, 
foundations and sub-surface works associated with the development of each of the sixteen school 
development sites.

iii.	Following the completion of all Factual Reports and the Interpretive Reports mentioned above, 
and in liaison with the Client;

a.	Set out and establish boundary markers showing the proposed cadastral boundaries of each school 
development site within each of the sixteen identified land plots, and produce site plans showing 
the proposed cadastral boundaries of each such site.
