A. INTRODUCTION
1. The Government of Timor-Leste has requested Asian Development Bank (ADB) to utilize a
transaction technical assistance facility (F-TRTA), Southeast Asia Transport Project Preparatory
Facility, Phase 2, to provide project preparation support for the proposed Timor-Leste Public
Transport Project.
2. The proposed Timor-Leste Public Transport Project (TLPTP) will support the government of Timor-
Leste’s planned public transport reforms to provide, (i) a high-quality, sustainable public
transport system that meets the needs of users for safety, comfort, security, convenience,
affordability, accessibility and availability, and (ii) a transparent and stable regulatory
environment that encourages ongoing private sector investment and operations . The project is
planned to reform interurban land transport and strengthen the position of Dili as the transport
hub by integrating bus routes and providing convenient and comfortable bus terminals.
3. Paris Alignment. The TLPTP will be aligned with the Paris Agreement.
4. The TLPTP will be aligned with the project impact: that a modern, integrated, growing, inclusive
public transport system is built for all the citizens of Timor-Leste. The outcome of the project
will be that an integrated public transport system exists, is functioning and is part of the
integrated connectivity of Timor-Leste. The outputs of the project will be:
5. Output 1: Public transport facilities and services meet the needs of users for safety, comfort,
security, convenience, affordability, accessibility and availability and are inclusive of the
transport-disadvantaged, including women, children, elderly, and persons with disabilities.
6. Output 2: Implementation, operation and management capacity is established to improve the
sustainability of public transport facilities and services
7. In response to the government’s request for preparatory action for the proposed TLPTP, ADB are
providing support for the development of the public transport master plan that defines the scope of
the proposed project. The master plan is being developed in line with the Government’s “efforts to
expand and modernize facilities such as terminals and the various public transport services” . The
master plan will provide a rapid assessment of the public transport based on currently available
information and develop a plan including routes and design of terminals for interurban bus
transport that are to be developed in multiple phases. The master plan will be complemented by the
institutional and regulatory land transport sector reforms planned by the government.
8. CAFI (Conselho de Administração do Fundo Infraestrutura (Council for the Administration of the
Infrastructure Fund) is the executing agency (EA), and MTC (Ministry of Transport and
Communications) is the implementing agency (IA). The IA has proposed an indicative list of public
transport improvements to be included in the project (Appendix 1). Such indicative locations will
be studied as part of the ongoing activities for the development of the public transport master
plan, and confirmed during the services to be performed under this assignment (“Services”).
9. ADB requires a consulting firm (the “Consultant”) to support the preparation of the TLPTP,
ensuring all analysis is undertaken and documents prepared to explore the prospective ensuing loan,
and permit the project to be submitted to ADB’s Board of Directors for approval. The specific scope
for the ADB ensuing loan is still subject to confirmation during the Services.
B. DURATION AND LOCATION OF SERVICES
10. The assignment shall be completed within 26 months from the date of issuance of the Notice to
Proceed under the Contract, with the major deliverables to be finalized within 10 months. It is
expected that the Consultant will commence its services in Q4 2022, and the international and
national specialists will undertake field missions appropriate to the requirements of the ToR.
C. SCOPE AND OUTPUTS
11. The Consultant will conduct (i) review of the demand, engineering, architectural, and cost
studies and routing and phasing options included in the Public Transport Master Plan , (ii)
financial sustainability and viability analysis and management assessments to inform investment
decisions and ensure ongoing sustainability and operation of the TLPTP facilities, (iii) Strategic
Procurement Planning, and (iv) gender and social development assessments. The Consultant will
propose options for phasing plan and program of the public transport system. The Consultant will
also explore other innovative features such as e-vehicle and automated integrated transport system
to ensure the project is Paris aligned and to close the digital divide, crowd in digital
infrastructure investment and build policy environment that supports universal and equitable
digital and public transport access inclusive and long-term prosperity and resilience. The
solutions may include needs assessment, identification, and adoption of context-appropriate
innovative technology solutions including relevant clean energy sources.
