https://devbusiness.un.org/content/technical-management-consultant-tmc-support-directorate-general-highways-indonesia-tourism REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION) INDONESIA Indonesia Tourism Development Program Loan IBRD No. 8861-ID Assignment Titles: Technical Management Consultant (TMC) to Support Directorate General of Highways (DGH) Indonesia Tourism Development Project (ITDP) Reference No. (as per Procurement Plan): ID-BINA MARGA-238220-CS-QCBS The Government of Indonesia has received financing from the World Bank toward the cost of the Indonesia Tourism Development Program (ITDP), and intends to apply part of the proceeds for consulting services. ITDP consists of four Components: (1) Increase institutional capacity to facilitate integrated and sustainable tourism development; (2) Improve tourism-relevant road quality and basic services accessibility of selected destinations; (3) Promote local participation in the tourism economy; and (4) Enhance enabling environment for private investment and business entry into tourism. The overall project description, logical framework and Key Performance Indicators can be seen in Project Operation Manual (Pedoman Umum P3TB) that is available in http://p3tb.pu.go.id The TMC consulting services (“the Services”) is to provide technical assistance to the PMU (Project Management Unit) and PIUs (Project Implementing Units) under Directorate General of Highways in managing the implementation of Component 2. The specific objectives of the Services would include but not limited to: Review technical documents for tourism relevant roads and bridges packages as indicated in the Integrated Tourism Master Plans(ITMP) documents; Support preparation of Annual Work Plan (AWP) and sub-project readiness criteria documents; Ensure compliance with the environmental and social management framework (ESMF) throughout project implementation and monitoring; Assist the procurement committee to enable timely and transparent procurement processes using relevant World Bank guidelines; and Assist PMU and PIUs to manage construction contracts. The TMC will be based in Jakarta for supporting three destination for batch-1 in Lombok, Toba, and Borobudur-Yogyakarta-Prambanan and batch-2 destinations in Bromo-Tengger-Semeru, Komodo National Park & Labuan Bajo, and Wakatobi. The services are expected to start in November 2021 and be performed during a period of 24 (twenty-four) months. The total estimated level of effort is approximately 192 man-months professional staff. The Directorate General of Highways (DGH) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience in the last 10 (ten) years to perform the Services, i.e. presenting firm profile and description of similar assignments, including assignment title, assignment location/country, name of employer/client, type of services provided and brief description of the services, period of contract (starting date and completion date), contract value, and percentage of sharing contract (if any). Similar assignments refer to similar scope of works and similar contract price. The shortlisting criteria are relevant experience of the firm in:: Project management of road and bridge development; Planning of road and bridge development, including detailed engineering design, preparation of social safeguard documents, preparation of environmental safeguard documents, bidding and contract documents, and Experience in road and bridge project supervision. All criteria are critical and mandatory and must be met as a minimum in order to be considered further in the shortlisting process. The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, Jan 2011, revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. However, the qualifications of sub-consultants will not be considered in the EOI evaluation. Only one (1) EOI shall be submitted by a consulting firm either as a single firm or as part of a JV. If a consulting firm participates in more than one EOI (i.e., if a consulting firm submits EOI as a single firm and also as a member/partner of a JV), all such EOIs will be rejected. A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Consultant Guidelines.
