GOVERNMENT OF SAINT LUCIA REQUEST FOR EXPRESSIONS OF INTEREST (REoI) (CONSULTING SERVICES – FIRMS SELECTION) COUNTRY:                                   SAINT LUCIA NAME OF PROJECT:               HUMAN CAPITAL RESILIENCE PROJECT CREDIT NO:                               6556-LC            ASSIGNMENT TITLE:          CONSULTANCY TO PROVIDE TECHNICAL ASSISTANCE TO THE TVET COUNCIL AND MINISTRY OF EDUCATION (MoE) ON THE TRANSITION TO AN INCLUSIVE LABOUR MARKET DEMAND DRIVEN TVET SYSTEM REFERENCE NO.                018/CS/CQS/HCRP/08/2021 The Government of Saint Lucia has received financing from the International Development Association (IDA) of the World Bank towards the cost of implementing the Human Capital Resilience Project, and intends to apply part of the proceeds for consulting services. Through this project, the Government is seeking to strengthen resilience of its population and address issues of poverty, vulnerability to shocks and youth unemployment by pursuing a two-prong strategy focused on (i) improving the labor market relevance of skills in selected sectors; and (ii) increasing the efficiency and coverage of the Social Protection (SP) system in Saint Lucia.  To achieve these objectives, the HCRP focusses on two main components: A component on Technical and Vocational Education and Training (TVET), which concentrates on the promotion of higher quality technical and socio-emotional skills and the transformation of the TVET sector from a supply-driven system to a demand-driven system that responds to a dynamic labour market; and Strengthening Social Protection Policy Frameworks and improving the implementation of flagship social programs with an emphasis on increasing the efficiency and coverage of the Public Assistance Programme (PAP), Saint Lucia’s main cash transfer programme. These components are integrated in several ways. The SP system will provide support to poor and vulnerable persons to access TVET, and TVET is in turn an important tool to help SP program recipients graduate from poverty by developing skills that will enable labor market entry.  The consulting services (“the Services”) seeks to use the Labor Market Needs Assessment Survey (LMNAS) and other relevant surveys, as well as the TVET policy and strategy approved by the Cabinet of Ministers, to implement demand driven and labour market relevant TVET courses and programmes.  It also seeks to implement the TVET policy and strategy; and enable institutional strengthening of the Council by developing a TVET resource mobilization strategy that will ensure sustainable financing after the project closes. The estimated level of effort required for the consultancy is 24 months from the effective date of the contract.  Estimated date of contract conclusions is the end of November– December 2024. The detailed Terms of Reference (TOR) for the assignment are attached to this request for expressions of interest and can be found on The Government of St Lucia website:  www.govt.lc.  It can also be obtained at the address provided below. The Ministry of Education, Innovation, Gender Relations and Sustainable Development now invites interested eligible consulting firms (“Consultants”) to submit Expressions of Interest for providing the Services.  Interested Consultants should provide information demonstrating that they have the core skills, required qualifications and relevant experience to perform the Services.  The shortlisting criteria are: Minimum of ten (10) years’ experience in education and training sector; Proven record of at least three (3) completed assignments related to the TVET sector that demonstrate the quality of work; time of the project; scope of works; and contract value; Experience consulting for universities and vocational institutions on labour market trends and job placement; Proven experience in engaging (coordination and working) with national counterparts (including senior government officials at national and state level), partners, stakeholders in both public and private sectors The consultant should also have the following key specialists (5.1) A Team Leader (5.2) Management Information System Specialist (5.3) Programmer and Software Specialist (5.4) Gender Specialist (5.5) Equipment Specialist (5.6) Industry/Labour Market Sector specialist (5.7) Teacher Development Specialist (5.8) Monitoring and Evaluation Specialist (5.9) Financial Management Specialist. The requirements for the key consultants are detailed in the ToR. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the Procurement Regulations. In assessment of submissions, consideration will be given to qualifications, technical competence and experience on similar assignments.  All information must be submitted in English.  The Ministry reserves the right to accept or reject late applications or to annul the selection process at any time prior to contract award without thereby incurring any liability to the consultant.  Further, the Ministry will not be bound to assign any reason for not engaging the services of any applicant.
