Ukraine Municipal Infrastructure Programme – Thermomodernisation of Public Buildings of Education, Science, Sport and Healthcare Sectors in Kamianske, Ukraine - Phase I

The procuring entity intends to apply a part of financing allocated under the Ukraine Municipal Infrastructure Programme (UMIP) to eligible payments to a qualified contractor for performance of comprehensive thermal modernistion of the buildings of selected public institutions in Kamianske.

The Contractor’s scope of works includes elaboration of formal design documents, performance of civil works and remedying any defects therein, procurement and delivery of plant, equipment and materials, installation, pre-commissioning and commissioning of thermomodernisation works on the selected buildings in Kamianske. The works will be carried out under Standard World Bank’s Contract Conditions for Small Works (2015).

Procurement of works will be conducted using the open procedure in accordance with the European Investment Bank’s “Guide to Procurement for Projects Financed by the EIB” available online at https://www.eib.org/en/publications/guide-to-procurement

Firms, including joint ventures, consortia or associations (JVCA) and their individual members, originating from all countries of the world are eligible to tender for the contract. In the case of a JVCA, all member firms of the joint venture shall be jointly and severally liable for the execution of the contract if an award is made. A firm or a member of a JVCA may participate in only one tender for the Contract, either individually or as a partner in a JVCA. However, this does not limit the inclusion of the same subcontractors in more than one tender. Government-owned entities in Ukraine shall be eligible only if they can establish that they (i) are legally and financially autonomous, (ii) operate under the principles of commercial law, and (iii) are not dependent agencies of the procuring entity.

The scope of the Contractor’s works shall include preparation of formal designs for each building, installation, civil works, procurement or manufacture, testing, delivery, establishing and pre-commissioning of plant and equipment, site clean-up and any other works and services, required to perform the complex thermal modernization of 10 (ten) buildings of public educational and health care institutions. The Contractor must implement the energy efficiency measures as well as other works required for obtaining the National Expertise certificate and those included in the bill of quantities, and any other works that might be needed.

A Tenderer shall furnish with its Tender the original of a tender security based on the form included in the Tender Document. The tender security amount shall be at least EUR 160,000 (two hundred sixty thousand Euro) or equivalent amount in Ukrainian Hryvnia determined using the official exchange rate established by the National Bank of Ukraine (www.bank.gov.ua ) on the date twenty-eight (28) days prior to the tender submission deadline.

Further details are provided in the procurement document (tender document) available free of charge upon written request to the email address of the procuring entity indicated in Section I above. Tenders shall be prepared and submitted pursuant to the requirements, procedures and forms provided in the procurement document. Failure to furnish all information or documentation required by the procurement document may result in rejection of the tender.

Extension of completion period and variations of contract price are possible under the contract conditions.
