Nottinghamshire County Council (the ‘Council’) is seeking to establish a dynamic provider list, using a dynamic purchasing system (DPS), of Providers able to deliver Estates and Property Advisory and Consultancy Services.
This dynamic purchasing system will enable the Council’s Estates and property team to procure appropriate advisory and consultancy services to facilitate the delivery of its Corporate Property Strategy (2018-2023).
Providers must have recent relevant experience of delivering one, or multiple service categories relevant to this DPS. The categories are:
— valuations,
— acquisitions — across all property types and interests,
— landlord and tenant issues including lease renewals, rent reviews, surrenders and break notices,
— disposals – sales and leases across all property types and interests,
— dilapidations — undertaking surveys/leading negotiations,
— service charges and claims,
— development consultancy and advice,
— specialist property services and advice,
— property investment, appraisal and financial advisory services,
— planning consultancy services and follow up e.g. planning briefs,
— strategic asset management,
— consultancy services to advise on maximising income from property and/or land,
— support to select development partners for development agreements,
— compulsory purchase orders (CPO) and acquisitions under the land compensation act.
Providers must meet baseline qualification requirements for each service category as described in the Part 3 overarching specification available via Pro Contract. Any additional requirements relating to experience and qualifications will be identified within the mini competition documents available when providers are invited to tender for an individual contract.
The dynamic provider list will operate electronically via the pro-contract procurement portal. Under a DPS providers will be able to submit their application at any point in time whilst the list is in operation and these applications will be evaluated periodically.
