The purpose of this amendment is to include Instructions and Evaluation Criteria for Offerors; see attached document, VTC_Instructions_and_Eval_Criteria.pdf for details.  Quotes submitted by Offerors who have not already responded with a quote for this requirement by 26 September 2019 will not be considered for award.

Offerors who have previously provided quotes will be given Evaluation Notices of their quotes based on the Evaluation Criteria posted here.  Those Offerors will be allowed to submit one final revision to their quotes.  Final revisions are due no later than Monday, 30 September 2019 at 0700 hours Mountain Daylight Time.  If no revised quote is received by the date and time previously noted, the Offeror's most recent submitted quote will be used for final evaluations.

Any questions will be submitted to the points of contact below no later than Saturday, 28 September 2019 at 1200 hours Mountain Daylight Time.
