This pre-solicitation synopsis is not a request for competitive proposals. The National Institute for Occupational Safety and Health (NIOSH) intends to competitively procure services for the establishment and operation of the World Trade Center (WTC) Health Program Support (HPS) Third Party Administrator (TPA) contract.  A five-year Time & Materials type contract is anticipated. It is anticipated that award will be made using a Best-Value Trade-Off approach.

Tasks to be performed pursuant to this anticipated contract include the following:

  • Contract Management;
  • Member Services;
  • Provider Network Management;
  • Medical Benefit Administration;
  • Claims Processing;
  • Data and Business Information Management.

A previous version of the draft PWS for this requirement was posted under Notice ID# 75D301-21-R-71909.  The most recent version of the draft PWS for this requirement is attached to this pre-solicitation synopsis with Notice ID# Pre-75D301-21-R-72073.

The Government will release the solicitation, including any subsequent amendments, on the beta.SAM.gov website. The government anticipates the solicitation will be available on or around 11/30/2021, with an anticipated closing date/proposal due date of 30-60 days from the date of release of the solicitation.  Neither telephone nor written requests for the solicitation will be accepted. Amendments to the solicitation, if issued, will be posted to the same website. After solicitation release, vendors should regularly access the website to ensure they have all of the amendments.
