UNDP Vietnam is seeking for 03 National Consultants in public-climate finance for Climate Public Expenditure and Investment Review of Viet Nam (CPEIR 2019)

The three national consultants (NC4, NC5, NC6) will specifically contribute to the Viet Nam CPEIR 2019 by gathering maximum information about climate related expenditures and investments both the State budget and ODA, from the selected provinces under their responsibility over the period 2010-2020 (for An Giang province) and 2016-2020 (all other provinces) including in-depth and technical information on all collected investments, in order to determine climate change relevance and classification of climate change-related expenditures according to the CPEIR typology, that will be clarified in the report during implementation of the CPEIR 2019, basically, the classification of climate change related investment will be based on MPI's classification guidelines, the recurrent expenditure classification will be based on CPEIR-2015.

The selection will be based on a competitive basis and will comply with UNDP procurement regulations. Request for Proposal with enclosed TOR and evaluation criteria as well as Submission forms are in the attached files.
