Description
1- The United Nations Office on Drugs and Crime (UNODC) through its Regional Office for Central America and the Caribbean (ROPAN) in the Dominican Republic is executing a global proejct for the Strengthening of Dominican Institutions identified as Project GLOG80: Container Control Program. Within the framework of this Project, the Dominican Republic is the beneficiary of different technical material in order to expand the program to the ports of Puerto Plata and Manzanillo / Dajabón. Within the framework of this process, UNODC ROPAN requires the purchase of a non-intrusive and specialized drug detection equipment to scan cargo and containers. 2- Due to the above, UNODC ROPAN intends to purchase one (1) self-propelled mobile scanning equipment type truck or van (new) to be used by the Container Control Program (CCP) of the Dominican Republic to combat ilicit traffic, any type of product that can be introduced, exported or transferred in the ports and other places where the units and agencies belonging to the program operate. 3- The imaging system (scanner) must perform the following functionality: - Produce the image of the load by combining a source of rays that comes from a generator. - Allow a visual differentiation between organic and inorganic matter by reproducing an image. - Perform at least a bidirectional scanning process. 4- The supplier must offer after-sales services for the scanner equipment and the vehicle such as: warranty, preventive and corrective maintenance and having spare parts in case they are necessary or required. 5- The supplier must present the ISO 9001 certification, quality of service or equivalent document. 6- The supplier will be requested to provide presential training on the handling of the offered equipment. 7- The supplier must be authorized / certified as an authorized distributor of the offered brand and that it is authorized offer maintenance service in the Dominican Republic. 8- It is important to mention that the other requirements and specifications will be found within the invitation to bid document (ITB). This document will include complete instructions for the submission of bids, technical specifications and all technical deocuments to fully demonstrate the scope of the requirement and the delivery of the items to be provided. 9- Delivery Place: Directorate General of Customs, Avenue Abraham Lincoln 1101 - Santo Domingo - Dominican Republic. 10- Interested companies are invited to fill out, sign and send a scanned copy of the "Vendor Reponse form" (attached to page 4 of this document), along with the following information / documents: a. Company details, including company name and structure, address, contact person, telephone / fax numbers and contact email address (to be entered on the supplier response form provided); b. UNGM registration number of the company if it is already registered as a supplier with the UN (if it is not already registered, companies can still respond to the EOI, but it is strongly recommended to start the registration process on the website of the World Portal of the UN Providers (www.ungm.org); identify "UN Secretariat" as a selected agency and enroll in LEVEL 1); c. A general summary (maximum 2 pages) about the main commercial activity of your company in the last 5 years, where they demonstrate their experience in supplying the required goods mentioned above; 11. Please note that this document is not an invitation to bid (ITB). The purpose of this document is to identify companies that would be interested in participating in the tender when it is issued and if they are invited to the tender handled by UNODC ROPAN. 12. UNODC reserves the right to change or cancel the requirement at any time during the EOI and / or application process. Therefore, submitting a response to this Request for Expression of Interest (REOI) does not automatically guarantee that your company will receive the invitation to participate in the invitation to bid (ITB). The ITB and the contract (if awarded) will be issued in accordance with UN regulations and rules.
