  Advance Contracting Notice            Date: 5 November 2021   Country/Borrower: Cambodia   Title of Proposed Project: 53199-CAM: Livable Cities Investment Project   Name and Address of Executing Agency: Ministry of Public Works and Transport   H.E Vong Pisith Under Secretary of State Telephone No. +855 12 833 411 [email protected] Road 598, Chraing Chamres II Commune, Russey Keo District, Phnom Penh, Cambodia   Brief Description of the Project:   The Government of Cambodia has requested for a loan from the Asian Development Bank (ADB) for the Livable Cities Investment Project.  The proposed project will support inclusive and sustainable development of the secondary cities of Bavet, Kampot, and Poipet, by providing (i) access to improved wastewater services to 26,850 people, (ii) improved solid-waste management services benefiting 91,130 people, (iii) reduced flooding through improved urban stormwater and drainage systems benefiting 23,960 people, and (iv) capacity development to strengthen the institutional capacity of the municipal administrations in the operation and maintenance (O&M) of public services.  The executing agency for the project will be the Ministry of Public Works and Transport and the implementing agency will be the provincial department of public works and transport of Banteay Meanchey (for Poipet), Kampot, and Svay Rieng (for Bavet).   Brief Description of Goods and Related Services, Works or Consulting Services to be Procured:   All procurement of goods, works and consulting and non-consulting services will be undertaken in accordance with ADB’s Procurement Policy (2017, as amended from time to time), the Procurement Regulations for ADB Borrowers (2017, as amended from time to time) and the Standard Operating Procedures for All Externally Financed Projects/Programs in Cambodia (2019, as amended from time to time).       Open competitive bidding (OCB) procedures will be used for the procurement of the civil works contracts and request for quotations (RFQ) will be used to procure readily available goods, such as vehicles.    Consulting services will be engaged through quality and cost-based selection (QCBS) method with a standard quality-cost ratio of 80:20 for high value packages such as the design and construction supervision consultants.    The proceeds of the loan are intended to be used for the procurement of the following works, goods, and consulting services.
