BACKGROUND

The Regional Artemisinin-resistance Initiative (RAI) was launched in 2013 in response to the emergence of artemisinin-resistant malaria in the Greater Mekong Subregion. Funded by the Global Fund to Fight AIDS, TB and Malaria, the first RAI round (2014-2017) was a USD 100m grant covering the countries of Cambodia, Laos, Myanmar, Thailand, and Viet Nam. Since then, two further RAI grants have been awarded, amounting to US$ 242 million in 2018-2020 and US$ 228 million for 2021-2023.

The RAI Regional Steering Committee (RSC), a multi-stakeholder governance body, was established in late 2013 as the oversight mechanism for the Global Fund RAI grants and follows the Country Coordinating Mechanism (CCM) model of the Global Fund. The RSC provides strategic guidance, selects recipient implementers, oversees grant implementation progress against program objectives and ensures funding is used in accordance with agreed strategic priorities.

The RSC Secretariat is commissioning the creation of a website for the RSC, which is an external to WHO. The performer of works under the direct supervision of the RSC Technical Officer, and under the overall guidance of the RSC Chair and Executive Committee.

PURPOSE AND DESCRIPTION OF ACTIVITIES TO BE CARRIED OUT

The RAI Regional Steering Committee (RSC) Secretariat is inviting proposals from reputable and qualified individuals or companies with a proven track record in successful website design. The purpose of this assignment is to create a purpose-built website for the RSC Secretariat, with the necessary functionalities to display content in a user-friendly format.

METHODS TO CARRY OUT THE ACTIVITY AND LIST OF OUTPUTS

1. New, purpose-built website for the RSC Secretariat

• • Design the look-and-feel of a new website for the RSC, capturing the functionalities outlined in this TOR.
• • Propose a graphic and branding concept, to be fine-tuned based on feedback from the RSC Secretariat.
• • Ensure consistent visual language (including fonts, formatting, icons, images and layout) on the website by producing and adhering to a style template.
• • Use standard elements such as headers, footers, sections and subsections, navigation menu and contact-us field.
• • Design the website in an organized manner, so that content can be easily found and new content is automatically reachable from the homepage, using categories, tags or other such taxonomies.
• • Sections of the website are proposed to include: About, News, Data Explorer, Funding Tracker, Results, Partnerships and Contact.
• • The Data Explorer section should be designed in an attractive manner, linking to 'live' data sources to ensure data remains automatically up-to-date and using interactive means to visualise the data.
• • The Funding Tracker section should be designed as an interactive map and allow the user to select and filter information.
• • Require domain registration and web hosting
• • A content management system with custom-made functions and features
• • The web site currently requires 2 GB, but thismight increase
• • Other functionalities to be included:
  • Search function
  • Social sharing features, such as Twitter
  • Sign-up for updates
  • Link the site with other platforms and websites

2. Support and maintenance

• • Carry out thorough and complete quality control of the website upon completion and prior to going 'live'.
• • Staff Training on CMS, admin backend
• • Remain available for 12 months following completion of the website for technical queries.

3. Knowledge transfer

• • Upon completion of the website, creation of a user manual for administrative staff to independently manage the content of the website.
• • Hand over the source code, including all developed libraries, to the RSC Secretariat upon completion of the project.

QUALIFICATIONS & EXPERIENCE

Experience

Essential:

• • Significant, demonstrable experience developing purpose-built interactive websites for individuals, businesses or organizations.
• • Significant experience with data analysis and visualization.

Desirable:

• • Experience with communication, especially with high-level governance bodies.
• • Experience working with international organizations, particularly in the field of health and development.
