Modification of a contract/concession during its term
Section I: Contracting authority/entity
Section II: Object
Strengthening Community Policing in Albania, Phase 2 (2016-2020)
Procuring programme implementation for the Albanian State Police to apply the Community Policing Approach in their daily work, including training, capacity building activities and grants to NGO-s.
Section V: Award of contract/concession
Section VI: Complementary information
Section VII: Modifications to the contract/concession
Programme implementation for applying the community policing approach with the Albanian State Police, including capacity building and grants to civil society organisations.
Extension of the contract with 24 months and a budget of SEK 12 000 000.
New contracting/tender cannot be done at this time considering that that would require a new programme preparation which practically impossible due to the Covid restrictions for travel and physical meetings. In the absence of a new strategy for development cooperation with Albania, it is not possible for Sida to engage into a long-term new programme and respectively launch a new tender responding to the request of the beneficiary for further support. The contract extension has become a necessity in the context of delays and cancellation of some activities due to the combined effects of forces majeure like the earthquake that hit Albania in late 2019 and the Covid-19 pandemic.
